New Delhi, November 7: As the 30 November 2025 deadline for submission of the annual Life Certificate approaches, the Government of India has intensified efforts to simplify and expand the process through both online and offline modes. The initiative ensures that millions of pensioners across the country can continue receiving their monthly pensions without interruption. To facilitate this, the Ministry of Personnel, Public Grievances, and Pensions, under the leadership of Union Minister Jitendra Singh, has launched the Digital Life Certificate (DLC) Campaign 4.0. The campaign aims to make the process more accessible, especially for super senior citizens (above 80 years) and those living in remote areas. Over 2,500 camps are being conducted nationwide, coordinated by 1,250 nodal officers, with active participation from banks, post offices, and Common Service Centres (CSCs). This technology-driven initiative eliminates the need for elderly pensioners to physically visit bank branches or government offices. Last year alone, more than 1.62 crore Life Certificates were successfully submitted, including nearly 50 lakh from central government pensioners - a testament to the campaign’s reach and reliability. Register the biometric device •Visit jeevanpramaan.gov.in and download the client software. •Enter your Aadhaar number and mobile number to receive an OTP. • After entering the OTP, provide your name and email ID. • Connect and scan your fingerprint or iris using a registered biometric device to complete the registration. Generate the Digital Life Certificate • Enter details such as Aadhaar number, PPO number, pension type, bank details, and pension sanctioning authority. • Authenticate biometrically using a fingerprint or iris scan. • Once verified, your Digital Life Certificate is generated, and you’ll receive an SMS with your Pramaan ID. • The certificate is automatically stored online and accessible to pension agencies. Other Ways to Submit Life Certificate in 2025 Offline Submission at Bank Branches or Post Offices Pensioners who prefer traditional methods can visit their bank, post office, or CSC centre to submit their certificate. Trained staff assist in biometric verification and ensure a smooth process. For those unable to travel, India Post Payments Bank (IPPB) provides doorstep banking services, allowing biometric authentication at home. Pensioners can book an appointment online or via call, and the postal representative visits their home for submission. Using the UMANG App The UMANG (Unified Mobile Application for New-age Governance) app provides a mobile-friendly way to submit Life Certificates. Pensioners can log in, search for “Jeevan Pramaan,” and complete the biometric authentication using a connected device. The generated certificate is automatically shared with the pension disbursing agency. Who Must Submit the Life Certificate The submission of a Life Certificate is mandatory for all pensioners - whether from the Central or State Governments, Defence services, Family pensioners, or Public Sector Undertakings (PSUs). Failure to submit before the deadline may lead to temporary suspension of pension payments until verification is completed. The schedule for submission is as follows: • Super Senior Citizens (80 years & above): From October 1, 2025 • Other Pensioners: From November 1 to November 30, 2025 Documents and Details Required To ensure a seamless process, pensioners should keep the following details ready: • Aadhaar Number (linked with mobile number and bank account) • Registered Mobile Number • Pension Payment Order (PPO) Number • Bank Account Number • Name of Pension Sanctioning Authority These details are necessary for both digital and offline submission methods to avoid errors or delays. Aadhaar is Mandatory for Digital Submission Aadhaar or Virtual ID (VID) is compulsory for generating a Digital Life Certificate, as the authentication process depends on Aadhaar’s secure biometric verification system. Pensioners must ensure their Aadhaar is linked with their bank and mobile number before attempting submission. Legal Validity of the Digital Life Certificate The Jeevan Pramaan Patra holds full legal validity under the Information Technology Act and is recognised by all pension disbursing authorities in India. It is a secure, tamper-proof, and digitally authenticated document, ensuring accuracy and preventing fraudulent pension claims. With campaigns such as Digital Life Certificate 4.0, the government aims to make the process faster, inclusive, and transparent, ensuring that no pensioner is deprived of their rightful benefits due to age or mobility challenges.
