The Principal Secretary (PS) and the Minister are political appointees and lack medical backgrounds. At the very least, the Director-General should have medical expertise. Mismanagement, corruption, and incompetence are rampant nationwide. Hospitals and headquarters operate in isolation. If I encounter management issues here, there is no clear line of communication to headquarters.”
