The Portakabin company is currently in talks with almost a dozen councils about setting up mini estates of temporary homes in areas with dwindling housing stock. Originating in the 1940s following the Second World War, pre-fabs were sometimes mockingly referred to as 'tin can homes' - due to many being made from steel plate - and the structures were only ever meant to be a stop-gap. But with Britain facing a growing homeless population, and with over 36,000 migrants having arrived in the UK over the past year, many councils are now said to be looking at pre-fabs as a radical solution to housing shortages. This week it emerged that Portakabin could finalise deals in the coming weeks with as many as 11 local authorities to build bespoke temporary flats in their area in a bid to ease the nation's homelessness crisis. And more controversially, the company suggested it could be open to talks with the Home Office to house migrants in its temporary homes as a cheaper alternative to the Government's current unpopular strategy of holding asylum seekers in hotels and converted army bases. Croydon is one of the councils which has expressed a desire to use the Portakabin scheme. However locals in the London borough, where thousands of people are either homeless or waiting for permanent council accommodation, blasted the prefab plan as 'crazy' - and were opposed to them being used to house migrants. Portakabins are already widely used by hospitals and schools across the solution as a stop gap for crumbling state buildings which authorities cannot afford to replace. Built with fake bricks and wood, the pre-fab structures can be assembled in under three days and then transported to problem areas across the country. Although they are not designed to be permanent, the Portakabin pods can have an incredible shelf life and can technically be lived in for up to 60 years - making them an intriguing prospect for councils with bare housing stocks. For years, councils with more demand for homes than resources have had to rely on cheap hotels and bed and breakfasts to house their vulnerable, paying as much as £90 a day, per family, from their already stretched budgets. But under the new plans, bespoke pre-fab flats and even houses could be constructed quickly by Portakabin and rented out to councils for as little as £14-per-person a night - making them a huge saving. The local authorities involved in the scheme would place them on vacant brownfield land that they own. Speaking to the Times, Portakabin Chief Executive Dan Ibbetson explained: 'Our solution is very much a stepping stone but it's a significantly cheaper option for local councils to the current bed and breakfast hostels and it's a significantly better social solution. 'We estimate it will save councils at least half the £2.8 billion that's currently being spent [on emergency accommodation in England between April 2024 and March 2025].' According to government data covering the year to March, 326,000 people are in temporary accommodation in England — a 12 per cent annual increase and the ninth monthly record that has been set since December 2022. The crisis is said to have been made worse by many landlords recently deciding to sell up - denying councils access to a greater stock of rented accommodation. A spokesman for Portakabin denied that any pre-fab homes would become 'homeless pod villages' and said that their proposals 'focused on the sensitive use of underutilized land to provide a transitional, community-appropriate solution to a growing social challenge'. The firm also denied that they were engaged in any conversations with the Home Office on housing migrants anywhere, including Croydon, despite Mr Ibbetson suggesting to The Times that the pods 'could' be used to house refugees. But a spokesman for the Home Office refused to deny the idea to the Daily Mail, instead stressing the government was 'looking at a range of more appropriate sites including disused accommodation, industrial and ex-military sites so we can reduce the impact on communities'. In June, the Daily Mail revealed that Labour-run councils are bearing the brunt of Britain's asylum crisis. What is a pre-fabricated home? In the 1940s, the government - keen to rebuild quickly after devastating bombing raids by the Nazi Luftwaffe - turned to temporary homes in a bid to solve the country's housing crisis. More than 156,000 'prefab' homes - flat-pack properties constructed in a factory out of a limited number of materials - were built across Britain on the orders of Winston Churchill, who had envisaged the problem even before the end of the Second World War. Thousands of homes had been destroyed, and the situation which would no doubt worsen once the 2.9 million British soldiers serving in France, Italy, West Africa and the Middle East were demobilised. A cheap and quick solution was needed. Churchill announced the establishment of the Emergency Factory Made housing programme during one of his many famous radio broadcasts in March, 1944. As many as 156,000 pre-fab homes went up across the country, with around 4,000 prefabs installed across Birmingham. The houses were constructed from steel plate over rolled steel poles and were favoured over other, flimsier, models. According to the Prefab Museum, an archive which holds information about post-war prefabs, their history and design, say there are around 8,000 left in the UK today. However they say many have had new roofs and windows and so nowadays look more like bungalows. One expert told the Daily Mail that nearly all of the Swedish timber post-war prefabs - many of which were built in rural areas - are still up and accounted for. Polls have suggested that Labour's failure to address sky-high immigration could spell further disaster for the party at the ballot box. A recent survey by Ipsos found 68 per cent of the public deem the numbers coming to the UK to seek refugee status or asylum too high. However, furious locals in Croydon, which is already home to hundreds of asylum seekers, said any move to house more migrants in temporary homes in the borough would be 'insane' and amount to 'back door bullying by the Home Office'. Famously referred to as a 'concrete hell' by David Bowie, Croydon has suffered more than most at the hands of the social housing crisis. Currently around 3,652 families are living in temporary accommodation in the area while waiting for a permanent solution and many have claimed their current living arrangements are unsafe and undignified. Croydon council, like many others across the country, is in dire financial straights, with a £1.6billion black hole, meaning it has been declared effectively bankrupt on three separate occasions since 2020. This year, the council will spend £71million on servicing that debt alone whilst trying to solve a myriad of other social problems, including having the greatest volume of stalking, harassment and sexual offences anywhere in London. According to Met Police figures, Croydon saw over 1,200 cases of sexual assault in the year to March and over 2,500 incidents of stalking and harassment. The area currently has the greatest number of asylum hotels in London as the government effectively requisitioned five premises across the borough to house arrivals. Last month, locals told the Daily Mail certain unsavoury residents had exacerbated an already significant drug problem in the town - which hasn't been solved despite years of investment. In response to the idea that temporary Portakabin homes could provide emergency prefabs for asylum seekers, locals in Croydon told the Daily Mail they were 'furious'. Delivery driver Paul Routley, 58, said: 'I think it's insane. I am furious. The migration issue in this country is out of control. Your browser does not support iframes. It makes my blood boil. What about the homeless veterans on our streets? Croydon has so many problems. There is a shortage of jobs, school places, all sorts. 'We're really struggling as a community. I have never heard anybody say the answer to this is prefabrication buildings which could house migrants. 'It feels like people getting together to make some money on the back of the state the country finds itself in.' Mr Routley - who has lived in Croydon all his life - felt the area was being 'bullied'. He said: 'I appreciate councils are overstretched. When are they going to start standing up for themselves? When are they going to start doing something about it? It's so wrong.' Recent statistics show Croydon has 15,305 people claiming unemployment-related benefits. And 69,576 of Croydon's population are among the 20 per cent most deprived nationally. Paul added: 'We've got bigger problems to solve first before we start worrying about housing thousands of migrants.' Bizarrely, some London councils have already bought properties in the Midlands and are planning to send some people as far as Liverpool and the northeast. The desperation is clear and made stark by horrifying statistics which identified 704 people living on the streets of the capital between October and December last year - a 26 per cent rise on the previous year. The 33-year-old said: 'It was a disgrace. I was unfairly evicted and needed help from the council. They could not find me anywhere. 'Yet those migrants in five-star hotels around London and now talk of them being housed in these villages. 'It's so unfair. I've lived here all my life and contribute to society. I'm bringing a child up. 'It's outrageous.' Her friend, Gemma Rogers, 34, feels the same. She said: 'Croydon has so many problems. I can't see why housing migrants is the answer. 'I imagine people all over the country will read this and say it's the same in their location as well. I'm sure it is. 'When does this madness end? Why can't there be a turning point where we as a country start to say no. 'I can't get a doctor's appointment for two weeks. By the time you get one, the problem has gone or got so bad I'm in hospital.' What about all these empty shops? 'Why can't we start being proactive? All the council seem to do is sit and wait for problems. 'When migrants starting arriving seven years ago, it was obvious what would happen. And London was always going to take its higher share. 'Now they're thinking of schemes to react, it's too late.' Joan Butler, 86, said the plans were 'disgusting'. She said: 'There's an unlimited number of people here who were born here and work here who need help. Why can't we sort our own out first? It's so wrong. 'Look at the town, the roads are filthy, shops are empty, there's litter and rubbish everywhere. 'It's a deprived area. Yet, the council look like they want to solve everybody else's problems first. I think it's appalling.' Croydon Council stressed to the Daily Mail they currently had no plans to house migrants in pods in the area and were coy on how far along the deal was. Prefabricated pod homes have been tried in the capital before and not proved a runaway success which goes some way to explaining the council's reluctance to confirm how far along talks are for the plans. London councils spend £140m to send homeless people out of the capital to deprived areas elsewhere Croydon resident Nasser Abid, 70, told the Daily Mail he was uneasy at the level of anger in the area and worried that the scheme could cause more disharmony. He said: 'I'm very proud of this country and what we stand for. But there's been a real deterioration in our social fabric. 'We need to find more common solutions, not divisions. 'I can see all the arguments.' Other residents like shopkeeper Terry Symonds, 67, said life in Croydon had 'deteriorated' to the point living in the area was a real struggle. He said: 'I've lived here all my life. I've never seen so much poverty. The number of homeless people has increased. There's so much need. 'I feel sorry for people now. I'm ready to retire soon and I'll move on. I can't live here anymore. I've had enough.' Residents have long complained of the borough's decline with barren high streets, boarded-up shops, mountains of rubbish piled high and even dimmed street lighting now common features of the town. They complained that despite soaring council tax bills they were not being provided with the basics and now worried for their security in run down, un-policed neighborhoods. In May, tensions came to a head after teething problems at the start of an eight-year £21.5million waste contract between the council and Veolia Waste Management Food led to rubbish. sanitary towels and nappies being left strewn across roads in the area. A spokesperson for Croydon Council said: 'Croydon Council is not pursuing or providing accommodation for asylum seekers or migrants. Like all local authorities, it is not responsible for housing asylum seekers, who are housed by the Home Office. 'We continue to work with partners to consider a wide range of possibilities as, like many councils, we face real pressure due to the high demand for housing. As part of this, we are exploring the use of modular housing to provide high-quality, stable homes. 'No decisions have been made on any development or potential contractor. Any decisions would be taken after careful consideration and would have to comply with the usual rigorous planning regulations and policies.'
