MANGALURU: The Karnataka State Open University (KSOU) regional office in Mangaluru, which got its own building earlier this year, is facing serious infrastructure and operational issues — from poor accessibility to lack of maintenance and inadequate staffing. The four-storey facility, located at Dattanagar, Shaktinagar, was constructed at a cost of nearly ₹25 crore and became operational in January 2025. However, despite the university’s investment and the building’s modern design, the centre has not yet been officially inaugurated and is failing to meet the needs of around 3,500 enrolled students. Accessibility concerns plague students Students have raised concerns that the regional office is located far from the city and lacks proper public transport connectivity. “The nearest bus stand is Nalyapadavu or Bikarnakatte, which is about 2 km away from the centre. We have to reach the centre by autos or private vehicles,” said Ramya, a student who recently appeared for an examination. Many students reported struggling to find the centre, especially during exams, due to the absence of signboards or directional markers. Poor upkeep and unhygienic conditions Despite being a new facility, the KSOU regional office is reportedly in poor condition. Students have complained about the lack of cleanliness, with bird droppings scattered across the corridors, making it difficult to sit or study. “The washrooms lack cleanliness, and there is no library facility,” said another student. Sources from within the centre said the building has not been cleaned properly since it was handed over by the contractor. There are also issues of water leakage during monsoon, and in several sections, the false ceiling has already been damaged. “The building is not even a year old, but water seeps through the ceilings in classrooms and corridors,” a staff member revealed. Staff shortage affects daily functioning The regional centre currently operates with just seven staff members, including the regional director. Sources said the centre requires at least 25 staff members, including clerical and maintenance staff, to function efficiently. Due to the shortage, several administrative and student support functions have been delayed, leaving students without timely responses to their queries. Students demand better facilities and access Students have urged KSOU authorities to address these issues immediately and make the centre student-friendly. They have requested improved sanitation, addition of library facilities, and better transportation options to make the location accessible. Prior to having its own building, the KSOU regional office operated out of rented premises across various parts of Mangaluru. Many students now feel that the older rented facilities, though smaller, were more accessible and better maintained than the new one. University response awaited When contacted for clarification, KSOU Vice-Chancellor Sharanappa V. Halse was not available for comment. University officials are yet to issue an official statement regarding the complaints of poor maintenance and inadequate staffing. The situation at the KSOU Mangaluru centre has raised broader questions about accountability in infrastructure spending and post-construction maintenance in higher education institutions across the state.
