Kelowna council approves airport fee hike starting in 2026

Passengers flying out of Kelowna International Airport will see an increase in improvement fees starting Jan. 1, 2026. Kelowna City Council moved forward amendments to the airport fees bylaw during the Monday, Nov. 3, meeting. The fee will increase to $31 per passenger to support the airport’s 10-year capital plan and advance critical capital projects. The Kelowna International Airport is recommending several changes to the bylaw, which will: •Clarify the fees for touch-and-go landings, training flights, and overnight aircraft parking; •Revise the fee structure for common-use passenger processing; •Remove the fees associated with car rentals, as these fees are set by contract; •Amend the Airport Improvement Fee; and •Standardize language related to automobile parking fees to maintain consistency with other sections of the Bylaw. The airport is also recommending updating the bylaw to include the following fees for the Common Use Passenger Processing System (CUPPS). •A fixed monthly fee (CUPPS Monthly Fee) of $500 per airline (applicable to all airlines with more than 1,000 enplaned passengers in the preceding calendar year); and •A variable fee (CUPPS Variable Fee) of $0.95 per enplaned passenger. These fees are based on cost recovery, in alignment with the airport’s commitment to its low-cost business model. These fees are within the typical range for a Canadian airport of Kelowna’s size. There will also be automobile parking fees subject to an annual increase at the beginning of the calendar year. Increases will be rounded to the nearest $0.25, and annual adjustments not resulting in an amendment will be compounded for future years.
