The Joint Action Committee (JAC) of Puducherry Government Society College Staff has written to Lt. Governor K. Kailashnathan, condemning the Puducherry government for its “differential treatment” in giving salary to teaching and non-teaching staff for the month of September. As many as 500 teaching and non-teaching staff have not received salary for September despite repeated requests and protests by teachers’ associations. It has termed the delay “unjust and unwarranted,” forcing the teachers and staff to face “a deep financial crisis.” According to D. Ramkumar, president of the JAC, the teaching and non-teaching staff of these institutions have been appointed in compliance with University Grants Commission (UGC) and All India Council for Technical Education (AICTE) regulations. During every recruitment, the government declares that pay and allowances are admissible to the appointed employees as per UGC/AICTE norms and Government of India regulations, from time to time. “Contrary to this, the harsh reality is that neither our promotions nor the monthly salary is paid to the staff on time, over the past nine years,” Mr. Ramkumar said. For at least three months in a year, the salary was inordinately delayed, forcing the teaching and non-teaching staff to face a huge financial crisis. Though the grant-in aid proposal for the period has been submitted to the Puducherry government on September 15, the salary has not been disbursed till date, he said. The JAC has urged the Lt. Governor to immediately intervene and ensure that salaries for the teaching and non-teaching staff was disbursed immediately.
