Melissa was located 440 km northwest of Port-au-Prince. Melissa was moving westward at nearly 12 mph (19 km/h). Faster northeastward movement was expected in the coming days. On its projected path, Melissa's core is expected to cross eastern Cuba this Wednesday morning (as a Category 4 hurricane), move across the southeastern or central Bahamas later today, and pass near or west of Bermuda late Thursday. Flash flooding and potentially life-threatening landslides are expected in southwestern Haiti. Significant damage to infrastructure and the isolation of communities are likely. Minor coastal flooding is expected along Haiti's west coast. It should be noted that Melissa will not pass directly over Haiti; however, its peripheral cloud bands will continue to impact the country, possibly until the end of the week. These bands of rain will move through the country, but will remain concentrated over the same areas, caught in a southerly flow for at least 36 hours. Rainfall totals could then become very significant, locally exceeding 30 to 40 cm due to the topography, particularly in the departments under red alert. The Haitian Hydrometeorological Unit (UHM), in conjunction with the General Directorate of Civil Protection and the Permanent Secretariat for Risk Management, has placed five departments under red alert: South, Grande Anse, Nippes, Southeast, and West. The Artibonite and Northwest departments remain under orange alert for the time being. Melissa is expected to bring an additional 2 to 6 inches (5 to 15 cm) of rainfall to southern Hispaniola through Wednesday, with possible local totals of up to 40 inches (1 m). The Haitian Maritime and Navigation Service (SEMANAH) has prohibited all coastal shipping activity in Haiti's southern coastal zone until further notice due to the approach of Category 5 Hurricane Melissa. Civil Protection Advice : The Departmental Directorate of Civil Protection is urging all residents of the affected departments to remain vigilant during this period, as flash floods and flooding are possible. The Directorate is asking the public not to cross any waterways under any circumstances, not to tie up animals where they could be swept away by the water, not to stand on hills or bridges to watch flowing water, not to take shelter from the rain under trees, not to remain barefoot in the rain, and not to touch any electrically conductive objects. Store your important documents in a safe place to prevent them from getting wet. Remember to check on people who may need assistance so they can move if necessary. Remain calm and listen to messages from Civil Protection sources. Haitian Diaspora : Tropical Storm Warning Hurricane Melissa made landfall in the western part of the country as a Category 5 storm, with winds near 300 km/h, among the strongest ever recorded, causing major damage. The exact number of victims is not yet known. On the ground, scenes of destruction attest to the unprecedented power of the storm. Melissa is expected to bring an additional 3 to 6 inches (9 to 18 cm) of rain to Jamaica, where storm totals will range from 12 to 24 inches (36 to 72 cm). Isolated areas nearing 30 inches (91 cm) remain possible in mountainous terrain. Catastrophic flash flooding and numerous landslides are ongoing and will continue today and tonight. Although Melissa is moving away from the island, life-threatening hazards remain, including downed power lines and flooded areas. Ensure generators are properly ventilated and located outdoors, at least 20 feet (6 m) away from doors, windows, and garages to prevent carbon monoxide poisoning. Dominican Republic : Flash floods and landslides are expected in the southern Dominican Republic through midweek. An additional 6 to 12 inches (15 to 30 cm) of rainfall is forecast for southern Hispaniola through Wednesday, with local totals reaching up to 40 inches (1 m). Eastern Cuba : Tropical Storm Warning for Cuban Provinces Total storm rainfall of 10 to 20 inches (25 to 51 cm), with local amounts up to 25 inches (63 cm), is expected through Wednesday evening, accompanied by flash floods and numerous potentially deadly landslides. 735,000 Cubans have been evacuated, announced Cuban President Miguel Díaz-Canel. A state of alert has been declared in six provinces, and winds exceeding 195 km/h are expected. There is potential for a significant storm surge along the southeast coast of Cuba. Maximum storm surge heights could reach 7 to 11 feet (2.13 to 3.35 m) above normal tide levels, near and east of where the center of Melissa will make landfall. Bahamas and Turks and Caicos Islands : Hurricane conditions for the southeastern and central Bahamas. Tropical storm conditions for Turks and Caicos Islands. Hurricane conditions, life-threatening storm surges, and heavy rainfall are expected in parts of the southeastern and central Bahamas today. In the southeastern Bahamas, total rainfall of 5 to 10 inches (13 to 25 cm) will cause areas of flash flooding. For Turks and Caicos, rainfall totals of 1 to 3 inches (2.5 to 7.5 cm) are expected. Heavy rain could begin affecting Bermuda on Thursday.
