Dr. Campbell to shadow Drs Ashni Singh, Frank Anthony Nov 03, 2025 News – as 13th Parliament opens today (Kaieteur News) – Businessman, Dr. Terrence Campbell, a new face in the PNC-lead A Partnership for National Unity (APNU) and parliament, will shadow the Minister of Finance Dr. Ashni Singh and the Minister of Health Frank Anthony, when the 13th Parliament convenes today. Campbell told the media Friday, that the parliamentary opposition will have a shadow cabinet that will ensure rigorous scrutiny of the executive and comprehensive representation across all sectors of government. He explained that this structure is vital to accountability, the defense of democratic norms and the advancement of the interests of all citizens. “In the current configuration of the National Assembly of Guyana, the APNU has named its shadow cabinet to press the government on the issues of transparency, accountability, institutional responsibility, and effective parliamentary engagement. These assignments are aimed at ensuring every facet of government is robustly scrutinised and that the voices of the Guyanese people are represented with clarity, conviction, and competence,” Dr Campbell relayed at his party’s press conference on Friday. Because the APNU is entering parliament with a significantly reduced number of seats, most of its members will have more than one shadow portfolio. In addition to Dr.Campbell’s portfolio, Dr. Dexter Todd will shadow the office of the Attorney General and Ministry of Legal Affairs. Ganesh Mahipaul will shadow the Ministry of Parliamentary Affairs and Governance and Ministry of Local Government and Regional Development. Newcomer, Riaz Zakeer Rupnarain was assigned to shadow the Ministry of Foreign Affairs, while Saiku Andrews will be shadowing the Ministry of Public Works and Ministry of Public Utilities and Aviation. Coretta McDonald, A.A. will continue to shadow the Ministry of Education with the Ministry of Labour and Manpower Planning added to her portfolio. Vinceroy H. Jordan will continue to shadow the Ministry of Agriculture with the Office of the Prime Minister added to his portfolio, while Juretha Fernandes will shadow the Ministries of Amerindian Affairs and Tourism, Industry and Commerce. Sherod Avery Duncan will shadow the Ministry of Home Affairs and Ministry of Housing. Educator, Nima Natacha Flue-Bess will continue to shadow the Ministry of Youth, Sport and Culture, while Sharma Raheem Solomon will shadow the Ministry of Public Service, Government Efficiency and Implementation and the Ministry of Natural Resources. Co-leader of the Working People’s Alliance (WPA), Dr. David Hinds will shadow the Ministry of Human Services and Social Security. “With reference to our parliamentary legislative agenda, we will focus on advancing bills, motions and questions with the aim of pressing the government to ensure transparency, accountability and equity,” Dr Campbell said. Furthermore, he noted that the APNU members of parliament will continue to engage the citizens of Guyana to represent their interests and make their concerns public, offering well thought out solutions.
