The ISO is focused on DoD policies and programs affecting military and national intelligence. Chairman, House Armed Services (HASC) Intelligence and Special Operations Subcommittee Rep. Ronny Jackson, R-13th District, Texas Responsibilities The Intelligence and Special Operations Subcommittee (ISO) is a story of evolving responsibilities and nomenclature. What began more than 20 years ago as the Subcommittee on Terrorism, Unconventional Threats and Capabilities before morphing into the Emerging Threats and Capabilities Subcommittee for the 112th Congress, and then transforming one year later into the Subcommittee on Intelligence, Emerging Threats and Capabilities, is today, the ISO of the 119th Congress, a subcommittee capable of fielding the complexities of technologies amid an evolving geopolitical landscape. Chaired by Rep. Jackson, the ISO is focused on DoD policies and programs affecting military and national intelligence, with its core missions to counter weapons of mass destruction and counter-proliferation; counter terrorism; special operations forces; information operations policy; and military information support. Quote “The ISO, in conjunction with approximately 2.2 billion dollars in reconciliation funding, continues to focus on providing our Special Operations Forces, the Defense Intelligence Enterprise, and the Security Cooperation Enterprise with the tools required to ensure their capabilities can support the department’s efforts in strategic competition and in countering malign Chinese actions,” Jackson said during opening remarks at the full committee markup of the FY26 National Defense Authorization Act. “This main effort to counter China must be accomplished in every Geographical Combatant Command (GCC), because China’s attempt to influence through malign activities is in every GCC. “The subcommittee provides the US Special Operations Command (SOCOM) the ability to accelerate research, development, testing, and procurement at speed and scale to affect outcomes against adversaries through the Urgent Innovation Technologies and Capabilities Pilot Program. This authority will allow SOCOM to continue to be our strategic hedge in an increasingly contested and denied battlespace by peer adversary capabilities and malign influence.” Committees/Caucuses Chairman: Intelligence and Special Operations; and Oversight and Investigations.
