The Office of the Cabinet Secretary has released a directive reminding all Ministers of State to strictly follow established Cabinet procedures prior to publicly announcing any government policies or programmes. This notice is a response to an increasing trend where certain Ministers have declared significant initiatives on behalf of the Government without prior discussion, review, or approval from the Cabinet. On Friday, October 24, the Education Minister, Haruna Iddrisu, instructed that local languages be utilized for teaching students in basic schools. The following day, the Minister also directed the Ghana Education Service to assume full responsibility for discipline on their campuses and to not tolerate students attending school with unapproved hairstyles. However, according to the Cabinet statement on Monday, October 27, no policy, programme, or major initiative shall be deemed official Government policy unless it has been submitted to, discussed, and approved by the Cabinet, in accordance with governance protocols and the principle of collective responsibility as outlined in the Constitution. Ministers are instructed to present all proposed policies, programmes, or legislative initiatives to the Cabinet Secretariat via the Chief Director of their respective Ministries. These items will subsequently be included on the Cabinet agenda for consideration. The directive underscores that compliance with this process is crucial for maintaining policy coherence, ensuring collective Cabinet responsibility, and confirming that Government communications reflect the unified and approved stance of the Administration. Ministers have been cautioned to avoid making any public statements or executing initiatives that lack Cabinet approval, as such actions will not be acknowledged as official Government policy. The Office of the Cabinet Secretary concluded the statement by urging all Ministers to adhere to these guidelines accordingly. In the meantime, the Ministry of Education has specified that the implementation of Ghanaian languages as the medium of instruction is limited to Kindergarten through Primary Three (Lower Primary), and does not extend to all levels of basic education. This specification comes in response to a directive issued by the sector minister, Haruna Iddrisu, regarding the mandatory use of Ghanaian languages in educational institutions — a decision that has ignited extensive public discussion.
