Yes it will slow down peoples' returns, but especially if you owe the IRS, file on paper and don't send it until the very last day (obviously send it certified w/return receipt to be sure). I have filed our business returns on paper for more than ten years now because E-filing business returns is gatekept by the big four accounting firms who all make you pay for their software to E-file.
