A Hong Kong district councillor accused of sexually assaulting an underage girl more than a decade ago told her that couples should “bare their naked bodies to one another,” the alleged victim told a court on Monday.
Yuen Long district councillor Sei Chun-hing, 37, has denied indecently assaulting the woman, now 28, and having unlawful sexual intercourse with her in his home when she was underage.
Sei, a personal assistant to cultural and sports lawmaker Ma Fung-kwok, was arrested last April when the woman made a report to police.
The woman, identified only as X, told the District Court she was an 11-year-old in Primary Six when Sei, then an assistant to the director of her school’s theatre production, molested her in November 2008.
X, who testified via video link, said she noticed him glancing at her and buying her orange juice during their weekly meetings at her theatre rehearsals.
She said Sei later asked for her number and they regularly texted and called each other, in a relationship she described as “ambiguous”.
The court heard that Sei, who was in his twenties at the time, picked X up after school one day and took her to Ko Shan Road Park in To Kwa Wan.
The two chatted about school, life and films, while Sei also described intimate acts he did with his then girlfriend of four years, X said.
She said he made her sit on his lap with one arm around her waist while his other hand unbuttoned her uniform blouse.
He then slid his hand under her clothes and fondled her breasts while kissing her ear and neck, she said, adding she tried to show she was reluctant, but he ignored her.
“I wondered if it was normal behaviour by adults and he was an adult that I trusted,” she said.
X told the court she felt uncomfortable about what Sei did, and although he sometimes waited outside her home, she avoided contact with him, ignoring his calls and messages.
The two met again two years later at a theatre production of which he was in charge, when X was 13 years old.
She said Sei brought her backstage, asked if she was feeling cold and offered her his jacket, which made her feel cared for.
The two became a couple a week later after he hugged her and said he thought he would never get to see her again, the court heard.
X said that Sei would frequently suggest they have sex, both through hints and explicitly, and talk about his previous intimate experiences with his former girlfriend.
“He would call me his ‘wife’ and when I mentioned that I was going to take a shower, he texted me saying a husband and wife should bare their bodies to each other,” she said.

X recalled that he once told her that if she did not have sex with him, she did not love him enough.
She said Sei would often kiss and hug her in public and touch her breasts and genitals in secluded public places.
On Valentine’s Day in 2011, X received a gift from Sei, who then said he expected her to reciprocate on White Day, usually celebrated as a second Valentine’s Day in East Asia, the court heard.
“In all honesty, I did not want to, but our relationship was stable at the time and I wanted to satisfy him, so I bit the bullet and did it,” X said.
On March 14, 2011, she went to Sei’s home in Tin Shui Wai after school, knowing they would eventually have sex, X told the court.
She said Sei undressed them both, kissed her body and touched her genitals.
He then had sex with her without a condom in an act that was “consensual”, X said, adding their relationship became “more intimate” afterwards.
The hearing before Judge Stanley Chan Kwong-chi continues on Tuesday.
