Uzbekistan’s Andijan region strengthened its partnership with China through a series of high-level meetings and agreements aimed at advancing cooperation in energy, digital transformation, and industrial development. A regional delegation led by Governor Shukhratbek Abdurakhmanov paid a working visit to the People’s Republic of China, where it held discussions with major Chinese companies and investors. During a meeting in Hunan Province with representatives of Sichuan Power Transmission & Transformation Construction, the parties agreed to implement a $500mn investment project to build a 200-megawatt hydroelectric power plant and modernize existing substations in the Andijan region. The agreement is expected to bolster the region’s energy infrastructure, promote the use of renewable energy, and ensure environmental sustainability. It also marks a new stage in energy cooperation between Uzbekistan and China. For reference, Sichuan Power Transmission & Transformation Construction is one of China’s leading companies in the field of electricity supply and infrastructure development. Additionally, a business forum was organized in Changsha, Hunan Province, as part of the visit. The event brought together over 100 Chinese investors and entrepreneurs and focused on opportunities to enhance economic cooperation and attract investments to Andijan. Changsha, known as the economic and industrial hub of Hunan, hosts rapidly developing sectors including textiles, electronics, machinery, and chemicals. Several agreements on practical cooperation were signed during the forum, aimed at expanding trade and investment ties. According to the regional administration, these results will help increase Andijan’s economic potential, implement new projects, and stimulate foreign investment in the production sector. Governor Abdurakhmanov also held talks with the Vice President of Huawei Technologies to discuss the creation of “smart districts” in the region. The discussions focused on training digital advisors, developing AI-based solutions, and introducing e-governance tools in public administration. Huawei will assist Andijan in designing and implementing digital transformation projects, including smart city infrastructure and AI applications in public services. These initiatives are part of a national program led by President Shavkat Mirziyoyev to expand the use of artificial intelligence and accelerate digital transformation across Uzbekistan. Huawei Technologies is a global leader in telecommunications and IT, with extensive experience supporting government-led digitalization projects worldwide. In Changsha, the delegation also met with the management of Hunan Jianhongda Industrial Group to explore cooperation in automation, engineering, and communication technologies. The parties discussed opportunities to modernize Andijan’s energy and communication networks and to implement projects promoting solar energy use and modern engineering systems. Hunan Jianhongda Industrial Group is a well-established Chinese enterprise recognized internationally for its innovative technology and advanced automation solutions. The visit also included a meeting with the leadership of Jiangxi Haitong Cable Co., Ltd, where a Memorandum of Understanding (MoU) was signed to establish a cable production facility in the Andijan region. The MoU envisions the production of cables of various voltages and the introduction of advanced manufacturing technologies. The agreement is expected to create new industrial capacities, improve the investment climate, and generate jobs in Andijan.
