By Compass Contributor Eustache Placide Following the civil‑service AI blueprint, Cayman’s wider workforce can build safe, job‑ready AI skills at pace by adapting proven international models to create short, stackable pathways that raise wages and make jobs safer for mid‑career workers. These pathways are anchored in the European Union’s micro‑credential approach, the Skills Framework for the Information Age (SFIA), and risk‑management safeguards aligned with the US National Institute of Standards and Technology (NIST). AI is reshaping tasks Despite the headlines, global research suggests that AI is reshaping work rather than replacing it. The International Labour Organisation reports that most automation has augmented jobs, mainly routine clerical work, rather than removed them. The Organisation for Economic Co‑operation and Development reaches a similar conclusion, finding that countries investing early in adult skills see the strongest results from new technologies. Benchmarks and blueprints The European Union formally adopted a micro-credential standard in 2022, defining how short courses can stack transparently with clear learning outcomes, workload and assessment. UNESCO supports this direction internationally. Many employers now use the Skills Framework for the Information Age to describe roles and progression, which makes training achievements visible in hiring and pay reviews. For faster delivery, programmes such as Singapore’s SkillsFuture and the UK’s Skills Bootcamps show how governments can fund and scale short, employer‑linked training. A Cayman plan that works around real lives There are three tracks with one backbone. Track A: Essentials (6–12 weeks, primarily online). This track is for staff in finance, tourism, healthcare and the civil service. The outcomes include: explaining what an algorithm does in plain language; assessing benefits and risks of a tool at work; discussing how to use AI responsibly, focusing on disclosure, verification and privacy. The method of assessment would include a short, real‑task improvement employees can show to their manager. Track B: Role upskilling (12–16 weeks, blended). This track streams for analysts, supervisors, HR, operations and compliance. The method of assessment would include a workplace mini‑project with a measurable result that indicates hours saved and a reduced error rate. Track C: Builders (16–24 weeks, cohort‑based). This track is for technicians supporting data, automation or AI rollouts. The method of assessment would include a safe, sandboxed deployment plus a one‑page model card the indicates purpose, data, evaluation and limits that auditors can read. Common operating principles The specification should be kept public and straightforward, with each course having a micro‑credential “spec sheet” that meets the EU definition, and every course is mapped to SFIA so HR can recognise it. Each pilot programme should operate under NIST’s AI Risk Management Framework – and its companion Generative AI Profile – following the recognised map/measure/manage/govern cycle to keep systems auditable and safe. Roles, responsibilities and guardrails University College of the Cayman Islands can design and deliver short courses, issue digital badges and publish a spec sheet for each course. Employers can nominate mentors, co‑design capstones and offer interviews to bootcamp‑style cohorts, mirroring the UK approach. Government can fund mean-tested Cayman skills credits and require SFIA mapping in public‑sector job postings, adapting Singapore’s credit and public‑catalogue model. Every workplace AI pilot programme, such as document summarisation, redaction and triage, should have a one‑page AI use policy and a named owner. Using NIST’s AI Risk Management Framework and the Generative AI Profile will help check for bias, prompt risks and content provenance. The plan is practical and it stands up to scrutiny. Year‑one plan: steady, measurable gains and results 1) Months 0–3: Approve Cayman’s micro‑credential template (EU‑style) and open the UCCI catalogue; publish three SFIA‑mapped career paths (financial services, tourism/hospitality, public service). 2) Months 3–6: Launch two pilots—AI‑assisted compliance in finance; process automation in the civil service—using a Bootcamps model (12–16 weeks, interview‑linked). 3) Months 6–9: Scale to tourism; introduce skills credits to reduce cost for workers and SMEs. 4) Months 9–12: Bake in recognition of prior learning so micro‑credentials can stack into certificates or degrees; publish an annual skills report: completions, pay rises, internal moves, vacancy fill‑times. By year’s end, targets include at least 1,000 completions across the three tracks; 50% of completers reporting a pay rise, new responsibilities or a role change within six months; vacancy fill‑times falling in participating firms; and every employer using AI publishing a short model inventory and AI Use Policy in NIST language.
