UPSC Announces Plans for Screen Reader Software for Visually Impaired Candidates

In recent education news, the Union Public Service Commission (UPSC) has revealed its intention to implement screen reader software for visually impaired candidates during its examinations. This decision follows a petition filed by the organisation 'Mission Accessibility,' which highlighted the inadequate opportunities available for individuals with visual impairments in civil services exams. The UPSC has submitted an affidavit to the Supreme Court (SC) indicating that it will introduce this technology once the necessary infrastructure and testing protocols are established. The Commission stated that it is currently reliant on state government facilities for conducting its exams. It is actively working to ensure that adequate resources are available at examination centres nationwide. The Supreme Court addressed the UPSC's plans during a recent hearing, emphasising the urgency of implementing this initiative before the next examination cycle. The bench, led by Justices Vikram Nath and Sandeep Mehta, noted that visually impaired candidates should not face additional burdens, such as travelling long distances to access appropriate examination facilities. The UPSC has reached out to various state chief secretaries and coordinating supervisors to facilitate the provision of the required resources. Furthermore, the Commission is in discussions with the National Institute for Empowerment of Persons with Visual Disability (NIEPVD) to explore the feasibility of using its computer labs for examinations that incorporate screen reader software. In its affidavit, the UPSC acknowledged the complexities involved in ensuring accessible question papers and appropriate software for candidates, particularly when considering regional languages. The Commission is committed to reviewing and addressing these concerns to create a more inclusive examination environment. Future Steps for Implementation The UPSC aims to conduct a feasibility study regarding the implementation of screen reader software. This will involve consultations with relevant stakeholders to ensure that the necessary infrastructure is in place. The Commission's proactive approach demonstrates its commitment to enhancing accessibility for all candidates in the civil services examination process. (With inputs from PTI)
