A high-speed crash, theft and attempted escape led to the arrest of five men and a minor taken into custody on Oct. 24, according to the Guam Police Department. Police said an officer saw a vehicle speeding while turning onto Route 10 in Barrigada. The car struck the median and became disabled. The driver, identified as RJ Jain, 20, allegedly became combative with the officer before being detained. There were four passengers ages 18 to 25. There was also a 16-year-old male minor. They tried to resist the officer but were restrained by responding officers. A portion of the confrontation was captured on video and circulated on social media. Investigators later found that the vehicle had just fled from a game room in Maite. According to police, one of the passengers, Erick Oneichu, allegedly stole a set of keys, while Jain damaged a window at the game room before the group sped off. All five adults were processed, booked, and confined at the Department of Corrections. The 16-year-old minor involved in the incidents was taken into custody, then released to a parent with a Notice to Appear. Ray Jay Jain: ‘Sorry for my behavior’ Jain, 20, of Hagåtña, was arrested at 9:10 p.m. on Oct. 23, after a high-speed crash on Route 10 in Barrigada led police to uncover theft, alcohol use, and reckless driving, according to a magistrate’s complaint filed in Superior Court. He was charged with driving while impaired (BAC), driving while impaired, drinking while driving a motor vehicle, resisting arrest and theft of property as a misdemeanor; reckless driving while impaired, underage consumption of alcohol and disorderly conduct as a petty misdemeanor; and operation of a motor vehicle without a valid driver’s license as a violation. Jain, also known as RJ Jain or Rjay Jain, confronted officers at the scene, yelling, “I don’t have [a driver’s license].” Police detected a strong odor of alcohol on his breath. A field sobriety test was deemed unsafe due to his aggressive behavior and the presence of other occupants. Jain resisted being placed in wrist restraints, tensing his arms. An officer deployed a taser in a drive-stun to his mid-back, which was ineffective, but officers eventually restrained him, court documents stated. He was transported to the Central Precinct Command, where he agreed to a breath test at 11:45 p.m., confirming a BAC of 0.17%. Jain allegedly admitted taking his father’s Corolla without permission and consuming about two 12-packs of Asahi and Corona while driving. He told officers, “I was sorry for my behavior at the crash scene in Barrigada, and that I acted up because I was drunk.” During a related confrontation while being escorted to a patrol vehicle, Jain refused to comply and yelled profanities while kicking his legs. Surveillance confirmed a witness report that Jain had taken Toyota keys valued at $50 to $150 from the Liberty Game Room. Jain later told officers, “the big guy just me off,” court documents stated. Sapuro Timothy, 19 Timothy was arrested for obstructing government functions, disorderly conduct, and underage alcohol consumption. He was charged with obstructing government function as a misdemeanor; and underage consumption of alcohol and two counts of disorderly conduct as petty misdemeanor. Erick Mathias Oneichu, 18 Oneichu was charged with obstructing government function and criminal mischief as misdemeanors; and underage consumption of alcohol and two counts of disorderly conduct as a petty misdemeanor. Timothy and Oneichu allegedly ignored repeated officer commands to step off the roadway near the Barrigada Shell gas station. Both squared off in a fighting stance and yelled profanities to police. Officers detected alcohol on both men as they blocked and confronted police. Oneichu was also observed at the Liberty Game Room in Maite around 9:57 p.m. throwing a large rock multiple times at the front doors, damaging the glass. Surveillance footage confirmed his actions. Oneichu later admitted to police, “I just did it.” He was arrested at approximately 9:10 p.m. on Oct. 23, court documents stated. BK Luke Oneichy, 25 Oneichy was charged with obstructing government function as a misdemeanor and two counts of disorderly conduct as a petty misdemeanor. He and another person ignored repeated police commands while standing on the inner lane with southbound traffic approaching. Both men yelled profanities, blocked officers performing their duties, and shouted more profanities at bystanders and passing motorists. Alex Oneichy, 19 Oneichy, of Barrigada, also known as Alex Aweny, was arrested for obstructing government function by complicity as a misdemeanor and two counts of disorderly conduct and underage alcohol consumption as petty misdemeanor. He yelled profanities at officers, blocked their duties, and directed profanities at passing motorists, court documents stated.
