Kerala, which made history through its land reform laws decades ago, will markits 75th anniversary in 2031 with two major initiatives — a unified land use code and a State land bank, announced Revenue Minister K. Rajan. He was inaugurating a State-level revenue seminar held as part of the government’s Vision 2031 here on Saturday. The State land bank will serve as a centralised digital system identifying government-owned, but unused land across the State. Lands recovered from encroachments, unclaimed properties, and lands acquired through surrender or for tax arrears will all be integrated into this digital repository, the Minister said. The unified land use code will consolidate around ten existing land-related laws into a single, comprehensive legal framework. “This will not be just another legal document,” the Minister said, “but a dynamic, technology-driven system capable of real-time response.” Investment-friendly He added that this long-term vision, built on the principles of legal integration, digital empowerment, and sustainable utilisation, will transform Kerala into a sustainable and investment-friendly State. Kerala is advancing through a crucial phase in ensuring transparency, credibility, and efficiency in land governance. Strong online service systems have already been introduced. By 2031, the Revenue department will evolve into a fully digital, citizen-oriented, and globally benchmarked governance model staffed by technically skilled professionals. Once all services become online and processes automated, officials’ discretionary powers will be minimised, thereby reducing workload and eliminating middlemen and corruption. By 2031, Kerala aims to become a State free of land disputes, where re-surveying will no longer be necessary, he said. The event was chaired by Thrissur MLA P. Balachandran. Revenue department Secretary M. G. Rajamanickam presented the department’s four-and-a-half-year achievements.
