Doha, November 03 (QNA) - The Steering Committee of the Unified Government Resource Planning and Management System held the project's first introductory meeting with representatives of government entities and strategic partners, aimed at strengthening coordination and integration between all parties to ensure the effective implementation of the project's upcoming phases. The meeting was attended by Mashael Ali Al Hammadi, Assistant Undersecretary for Digital Government Affairs at the Ministry of Communications and Information Technology and Chair of the Committee; Ahmad A Mohannadi, Director of the Public Budget Department at the Ministry of Finance; and Rashid Al Mannai, Director of Talent Management and National Human Resources Development at the Civil Service and Government Development Bureau, members of the committee. The meeting aimed to review the project's implementation plan and strategic objectives in unifying HR and financial systems at the national level, thereby enhancing institutional efficiency and improving the quality of government services. It also outlined the implementation mechanisms, key phases, and technical advantages of the new system in areas such as process automation, big data analytics, and cloud computing, aligned with the Digital Agenda 2030 and laying the foundation for building a smart government powered by data and knowledge. In her remarks, Mashael Ali Al Hammadi, Assistant Undersecretary for Digital Government Affairs at MCIT and Chair of the Committee, emphasized that the introductory meeting marks the formal announcement of the project's implementation and serves as a platform to strengthen communication with concerned government entities and update them on project details and execution plans. She noted that the project represents a pivotal milestone in the journey of digital government, extending beyond system unification to offer a more intelligent, responsive, and innovative government model. She added: "We view the implementation of the Unified Government Resource Planning and Management System as the cornerstone for building a more agile and sustainable government ecosystem, capable of adapting to global changes and accelerating the pace of innovation. This is not merely a technology project, but a national vision that reaffirms Qatar's commitment to investing in its digital future, building a knowledge-based government, and placing the citizen at the heart of its priorities." The project aims to build a unified local digital platform based on Oracle Cloud as the officially adopted technology for standardizing government operations. It will be supported by artificial intelligence and advanced analytics to automate processes, improve performance efficiency, unify data sources, and enable real-time, data-driven decision-making. For his part, Ahmed Mohammed Al Mohannadi, Director of the Public Budget Department at the Ministry of Finance, explained that the system will enhance financial transparency and improve planning and budget management mechanisms, describing the project as a qualitative step towards developing a more integrated and effective digital financial system. He added: "The project is a transformative milestone in advancing government financial operations. It will unify procedures, improve spending efficiency, and raise transparency levels in budget preparation and resource management—ultimately strengthening institutional performance across the State." During the meeting, Deloitte, the project's executive partner, presented a detailed overview of the project's goals and main components, emphasizing its role in unifying government resource systems and strengthening operational and administrative efficiency across entities. The Deloitte team also outlined the project timeline and upcoming phases, explaining key steps and coordination mechanisms with stakeholders to ensure implementation in line with global best practices and to advance government readiness for comprehensive digital transformation. This meeting follows the committee's recent participation in the Oracle Global AI Conference, during which the agreement to implement the unified Government Resource Planning and Management System was signed with Oracle as the project's technology partner. The collaboration with Oracle and Deloitte underscores the committee's commitment to applying cutting-edge solutions in cloud computing, big data analytics, and process automation, enhancing government readiness for digital transformation and supporting the achievement of the Digital Agenda 2030 by building a more efficient, innovative, and sustainable government ecosystem.
