Strategic Mobilisation Ghana Limited (SML) has dismissed claims by Ghana’s Office of the Special Prosecutor (OSP) that its use of waybill scanning in revenue operations with the Ghana Revenue Authority (GRA) indicates system failure. Speaking at a press conference on Friday, SML’s lawyer, Cephas Boyuo, described the OSP’s conclusion as a misunderstanding of the petroleum downstream sector. He said waybill authentication is a standard verification practice, not evidence of malfunction. “The OSP’s conclusion that waybill scanning was a sign of system failure simply shows a lack of understanding of the petroleum business. SML used waybill authentications because it is the correct method for resolving discrepancies, not because our meters failed,” Boyuo said. He added that all of SML’s meters were installed by certified engineers, jointly supervised by the GRA, and validated by the Ghana Standards Authority. “SML’s meters have never failed. The system has never gone down,” he said, urging the OSP to seek technical guidance before making such claims. The remarks come amid OSP findings alleging that SML lacked technical capacity and failed to operate within proper institutional coordination in its revenue assurance contract with the GRA. SML continues to insist that its operations are lawful and transparent.
