The Election Department has begun preparations to conduct a Special Intensive Revision (SIR) of electoral rolls in the Union Territory of Puducherry, with the Election Commission of India (ECI) directing that the exercise be held in 11 other States and UTs as well. P. Jawahar, Chief Electoral Officer (CEO), said in a press release that such an exercise was being undertaken in Puducherry after 24 years — the previous intensive revision was done with January 1, 2002, as the qualifying date — to ensure that the electoral rolls are accurate and error-free. Election officials convened a meeting with representatives of recognised political parties on Tuesday (October 28, 2025) to explain the salient aspects of the exercise. The draft rolls will be published on December 9, 2025. The period for filing claims and objections will be from December 9, 2025, to January 8, 2026. Hearing and verification will be carried out between December 9, 2025, and January 31, 2026, and the final rolls will be published on February 7, 2026. According to the CEO, the pre-revision preparatory phase, which has commenced and will continue till November 3, has been earmarked for the printing of unique Enumeration Forms (EFs) and the training of Booth Level Officers (BLOs), Electoral Registration Officers (EROs), and Assistant EROs (AEROs). During the house-to-house enumeration scheduled from November 4 to December 4, BLO teams will go door to door to distribute pre-filled enumeration forms to all existing electors and collect the filled forms, identify absent/shifted/dead/duplicate voters, and also collect details of newly eligible electors. Each household will be visited at least three times to ensure that no elector is left out. The existing electors will also be provided a facility to download pre-filled enumeration forms and upload filled-in forms and documents online. For new electors (18 years or above as on 1.01.2026) and to-be-electors (those who will attain 18 years as on 1.04.2026, 1.07.2026, 1.10.2026), applications in Form 6 along with a declaration form in the prescribed format will be provided by the BLO during the household visit. During the pre-revision period, the Election Department will carry out a rationalisation of polling stations by December 4 so that each polling station has no more than 1,200 electors for ease of access by the public. The Department has also planned frequent meetings with political parties at the level of CEO/DEO/ERO in the months ahead to brief them on the SIR process, training of Booth Level Agents (BLAs), and their role in assisting voters. Political parties have been encouraged to nominate BLAs who can facilitate voter enumeration and verification at the grassroots level. The CEO appealed to all eligible citizens aged 18 years and above (as on 1 January 2026) to cooperate with BLOs during the house-to-house enumeration process. Each citizen’s participation is vital to ensuring a complete and error-free electoral roll.
