RCC and NHE partner to deliver on housing

THE National Housing Enterprise has entered into a Memorandum of Understanding (MoU) with the Roads Contractor Company (RCC), aimed at enhancing collaboration to accelerate land delivery and housing development projects across the country.

In a statement issued on Monday by Mutonga Matali, Manager: Corporate Communication and Marketing, the National Housing Enterprise indicated that the partnership will fast-track land servicing projects and affordable housing delivery, in line with the government’s national development priorities under the Sixth National Development Plan (NDP6).

According to Matali, through this collaboration, RCC will contribute its civil engineering and infrastructure expertise in areas such as road construction, stormwater drainage, water and sewer reticulation, and electrification, while NHE will deliver top structures as outlined in the implementation plan of the Informal Settlement Upgrading Programme.

NHE Chief Executive Officer Gisbertus Mukulu stressed that land delivery and housing construction are top priorities on the government agenda. Therefore, collaborative efforts should be explored to maximise the number of houses delivered annually to reduce the housing backlog.

“We therefore appreciate the opportunity to assist one another and leverage each other’s expertise,” he said.

He added that the institutions can benefit from each other’s unique capabilities by complementing each other in the delivery of this highly prioritised national assignment.

Mukulu indicated that RCC can excel better at constructing services, while the NHE has mastered the art of housing construction.

Meanwhile, RCC Interim Chief Executive Officer Dasius Nelumbu said the agreement highlights RCC’s relevance in Namibia’s development journey.

“Affordable housing is not possible without proper infrastructure. RCC’s role is to provide the backbone — the roads, the water, the sewer, and the power networks that make housing viable,” he said.

He stressed that this partnership allows them to contribute directly to communities by creating serviced land that enables decent housing, social upliftment, and economic growth.

Nelumbu indicated that it is time for SOEs to find each other, work together, align their strategic objectives with those of the State, and collectively deliver on strategic government objectives.

He added that RCC is more than just a roads company; they are builders of communities. The work under this MoU will help unlock housing opportunities for ordinary Namibians and support the government’s vision for inclusive growth.

The MoU will run for five years and includes the establishment of a joint Steering Committee and Technical Committee to plan and oversee projects.
