Pakistan Conducts First-Ever E-Balloting Under PAVE Scheme for Electric Vehicles

ISLAMABAD – The Ministry of Industries & Production, in collaboration with the Engineering Development Board (EDB), conducted the first-ever Pakistan Accelerated Vehicle Electrification (PAVE) Scheme e-balloting on Wednesday, allocating subsidized electric two- and three-wheelers to citizens across Pakistan, including Gilgit-Baltistan and Azad Jammu & Kashmir.

The secure digital balloting, carried out via the PAVE Online Portal under the supervision of a designated Balloting Oversight Committee, ensured transparency and fairness. Out of 269,161 applications, 40,000 applicants qualified in the draw, which distributed 40,000 electric two-wheelers and 1,000 electric three-wheelers. Applicants will be notified via their CNIC or application ID, with vehicle delivery, after-sales service, and warranty compliance managed by OEMs.

Federal Secretary of the Ministry of Industries and Production, Saif Anjum, described the event as a landmark step in Pakistan’s transition toward sustainable mobility. He highlighted that the National Electric Vehicle Policy (NEVP) aims for 30% of all new vehicles sold in Pakistan to be electric by 2030.

Under the PAVE scheme, subsidies of Rs 50,000 (bank leasing) and Rs 80,000 (self-financed) are offered for electric two-wheelers, while three-wheelers receive Rs 200,000 (bank leasing) and Rs 400,000 (self-financed). The initiative is expected to reduce annual fuel imports by $1 billion and cut 4.5 million tons of CO2 emissions by 2030, contributing to cleaner air and lower health-related costs.

The scheme is also projected to create over 100,000 green jobs, boost local manufacturing, and strengthen Pakistan’s industrial base. Saif Anjum emphasized that the e-balloting process marked the beginning of Pakistan’s green transport revolution, combining affordable clean mobility with sustainable industrial growth.
