OpenAI seeks US government help for AI data centers and infrastructure

Global Desk OpenAI wrote a letter to the White House explaining how the US government could help the company with its big data center construction plans. The letter was written by Chris Lehane, OpenAI’s chief global affairs officer, and sent to Michael Kratsios, who is the White House’s director of science and technology policy. Lehane asked the government to expand the Advanced Manufacturing Investment Credit (AMIC) — a 35% tax credit from the Biden administration’s Chips Act — so it would not only cover semiconductor fabrication but also include electrical grid parts, AI servers, and AI data centers. AI infrastructure support and tax credit expansionIn the letter, Lehane said, “Broadening coverage of the AMIC will lower the effective cost of capital, de-risk early investment, and unlock private capital to help alleviate bottlenecks and accelerate the AI build in the US”, as per the report by TechCrunch. OpenAI also asked the government to speed up the permitting and environmental review process for AI projects. The company suggested the US should create a strategic reserve of raw materials — including copper, aluminum, and processed rare earth minerals — that are essential for building AI infrastructure. OpenAI first published this letter on October 27, but it did not get much media attention until this week. OpenAI clarifies comments on government backingThe topic became bigger news after OpenAI executives made public comments about what kind of support they want from the Trump administration. At a Wall Street Journal event on Wednesday, CFO Sarah Friar said the government should “backstop” OpenAI’s infrastructure loans.Live EventsLater, Sarah Friar clarified on LinkedIn that she misspoke, writing, “OpenAI is not seeking a government backstop for our infrastructure commitments. I used the word ‘backstop’ and it muddied the point”, as per the report by TechCrunch. CEO Sam Altman also commented, saying that OpenAI does not “have or want government guarantees for OpenAI datacenters.” Altman added, “We believe that governments should not pick winners or losers, and that taxpayers should not bail out companies that make bad business decisions or otherwise lose in the market.” However, he admitted that OpenAI has discussed loan guarantees as part of supporting the buildout of semiconductor fabs in the US. In the same post, Altman shared the company’s financial goals, saying that OpenAI expects to end 2025 with over $20 billion in annualized revenue run rate. He also said that OpenAI aims to grow to hundreds of billions in revenue by 2030 and has already made $1.4 trillion in capital commitments for the next eight years. FAQsQ1.
