OfReg questions adequacy of Flow’s on-island resources

(CNS): The utilities regulator has raised concerns about Flow’s ongoing service disruptions that are affecting customers across the Cayman Islands – including outages last week that impacted some consumers’ ability to reach 911 emergency services. OfReg said that it is taking action and has intensified its regulatory engagement with the telecommunications firm to identify the causes, given the seriousness of the service interruptions and the persistent pattern experienced in recent months. In a press release OfReg questioned the adequacy of Flow’s local technical resources and its dependence on external network elements and offshore operations as the factors that may be impeding the timely restoration of services and the resilience of local infrastructure. Over the past several months, consumers have reported and Flow has acknowledged ongoing outages and service degredation across its mobile, fixed-line service, and television services. OfReg said it has formally required Flow to provide a comprehensive technical report detailing the causes, network dependencies, and mitigation measures in place and being implemented to restore stability. OfReg Interim CEO Sonji Myles, said consumers deserve reliable service and accountability. “These recurring outages, especially those that affect access to 911, are simply unacceptable. Telecommunications are not a luxury; they are essential to public safety, national security, and everyday life,” he said. “We are ensuring that the necessary corrective actions are taken, that accountability isenforced, and that the system consumers depend on are strengthened for the future. We are focused on cleaning up long-standing issues and ensuring residents inclusive of the business community can trust their essential services,” Myles added. URCO will, it stated, continue to monitor Flow’s response and performance closely and will take allappropriate regulatory measures within its mandate to ensure that these matters are resolved comprehensively. CNS has contacted Flow about the issues and we are awaiting a response.
