India’s aviation regulator, the Directorate General of Civil Aviation (DGCA), has proposed significant changes to air ticket refund rules to make the process more passenger-friendly, transparent, and efficient. The move is part of a broader effort to strengthen air travellers’ rights and ensure greater accountability from airlines. Once finalised, the new Civil Aviation Requirement (CAR) is expected to simplify the refund process, enhance transparency, and rebuild trust among passengers who have long been frustrated by delays, hidden fees, and opaque cancellation policies. Here are the three key takeaways from the proposed revamp. 1. 48-Hour free cancellation or amendment window: Passengers may soon enjoy a 48-hour ‘look-in’ period after booking a flight, allowing them to cancel or modify tickets without paying any extra charges. The only exception will be if the traveller changes to a different flight with a higher fare. However, this flexible policy will not apply to domestic bookings made less than five days before departure or international bookings made less than 15 days before departure. Beyond the 48-hour window, standard cancellation charges will apply as per airline policy. 2. Faster refunds and no hidden deductions: The DGCA’s draft rules propose that refunds must be completed within 21 working days, ending the frequent delays faced by passengers. Additionally, airlines will be required to refund statutory taxes and airport fees even if a passenger cancels late or is marked as a no-show. Importantly, the DGCA has clarified that airlines cannot charge for minor name corrections if reported within 24 hours of booking on their website. 3. Fairer rules for agents and medical cancellations: The responsibility for refunds on tickets booked through travel agents will rest directly with the airlines, ensuring accountability and faster resolution. For cancellations caused by medical emergencies, airlines can offer a credit shell only if the passenger agrees to it. However, it cannot be imposed automatically.
