New Delhi: Providing clarity on the rules concerning the Medical Institutions (Qualifications of Faculty) Regulations, 2025, the Postgraduate Medical Education Board (PGMEB) of the National Medical Commission (NMC) has answered the frequently asked questions in this regard.NMC released the FAQs after the stakeholders sought clarifications regarding certain provisions of the regulations. Releasing the FAQs, NMC addressed the Deans/Principal/Directors of the medical institutes and mentioned in a communication dated 28.10.2025, "Kind reference is invited to the National Public Notice of even number dated 23-10-2025 on the subject mentioned above being self-explanatory. The stakeholders had sought clarifications on certain provisions of Medical Institutions (Qualifications of Faculty) Regulations, 2025. Accordingly, the doubts and queries raised by various stakeholders have been duly examined, and pointwise clarifications are provided in the form of Frequently Asked Questions (FAQs). All concerned are requested to take necessary action accordingly."In the FAQs, the Apex Medical Commission has clarified on the date from which these regulations will be applicable. Furthermore, it has also provided clarity regarding the institutions that can offer valid experience for appointment during the transition period, as well as the criteria for doctors to be considered Senior Consultants. Additionally, it clarifies the eligibility requirements for becoming a Professor/Associate Professor, or Assistant Professor at an NMC-recognised medical college/institute, and addresses other related queries.Frequently Asked Questions (FAQs) on Medical Institutions (Qualifications of Faculty) Regulations, 2025:Q1. Since when will these Regulations be applicable? These Regulations are applicable from the date of its publication, i.e., 30th June, 2025. Q2. Experience from which institutions will be counted for appointment during the transition period while fulfilling other requirements mentioned in Section 12 of the Medical Institutions (Qualifications of Faculty) Regulations, 2025? Following Experience of continuous three years period will be counted for appointment during the transition period as per section 12 of THE MEDICAL INSTITUTIONS (QUALIFICATIONS OF FACULTY) REGULATIONS, 2025. 1. Full time experience in an exclusive department or unit dedicated to the new specialty, having separate and dedicated infrastructure of that new speciality in an NMC recognised medical college/ nmc recognised teaching medical institution. Full time faculty members of such unit/department should not be shown concurrently as part of any other department or unit. 2. Full time experience in following medical institutions of national importance having separate department of such new speciality: a. All ‘All India Institutes of Medical Sciences (AIIMS)’ b. Postgraduate Institute of Medical Education and Research, Chandigarh. c. National institute of Mental Health and Neuro-sciences, Bangalore d. Jawaharlal Institute of Postgraduate Medical Education and Research,Puducherry e. Sree Chitra Tirunal Institute for Medical Sciences and Technology, Trivandrum. 3. Exclusive full time experience in all medical institutes accredited by the National board of examinations (NBEMS) having separate department of such new speciality. 4. Exclusive full time experience indepartment of such new speciality in any other reputed/renowned institutes in India or abroad, approved by the National Medical Commission, based on specific assessment.Q3. Who will be considered as Senior Consultant as per Note 2 of Sl. No. 1 of Table E (page, no.37–38)? NMC in Note 2 of Sl. No. 1 of Table E (page no. 37-38) mentioned, "A Senior Consultant, having three years of' experience as post graduate teacher of broad specialty or super specialty subject in the National Board of Examination in Medical Sciences recognised Government medical institute shall be eligible to become Professor in a recognised medical institution of the concerned specialty and total number of years of experience as Post Graduate teacher in National Board of Examination in Medical Sciences recognised government medical institute shall be considered as experience as Professor in a recognised medical institution."Clarifying who will be considered as a Senior Consultant as per this, NMC mentioned in the FAQs, "A consultant/specialist of NBEMS-accredited broad specialty or super specialty department of a government institute running NBEMS accredited postgraduate or Superspeciality teaching programme if fulfils eligibility criteria (qualification & experience) prescribed by NBEMS to become senior consultant and PG teacher of relevant specialty and is working as a PG teacher in that institute of the speciality will be considered as senior consultant for the purpose of this regulation. One will have to produce such experience certificate from such government institute at the time of appointment as professor in any medical college. Q4....
