The National Democratic Alliance (NDA) on Friday released a 25-point joint manifesto, less than a week before the Phase 1 voting for the Bihar Assembly elections 2025. The NDA’s ‘Sankalp Patra’ was released by BJP chief JP Nadda and Chief Minister Nitish Kumar in Patna, in the presence of senior leaders of the alliance. The alliance comprises the BJP, JDU, Chirag Paswan’s LJP, and other parties. The joint manifesto has a special focus on women’s empowerment schemes. It aims to turn at least one crore women into ‘lakhpati didis’, besides a major infrastructure push that includes the construction of four international airports and seven expressways in Bihar also remains a key focus of the alliance. The NDA has also promised to build 50 lakh new pucca houses and provide free ration, 125 units of free electricity, free treatment up to Rs 5 lakh, and social security pension under the PM Awas Yojana. Union Home Minister Amit Shah described the document as a “vision for a self-reliant, developed Bihar”, promising that every section of society—from farmers and women to youth and entrepreneurs—will benefit from inclusive policies. At its core, the manifesto groups its 25 resolutions into six broad focus areas: Jobs, Youth & Skill Development – Large-scale employment, education, and training initiatives. Women & Backward Classes – Economic empowerment and social upliftment schemes. Farmers – Guaranteed MSP, welfare, and agri-infrastructure development. Business Push – Industrialisation, MSME growth, and investment-friendly policies. Connectivity & Infrastructure – Expressways, rail networks, airports, and smart cities. Culture & Heritage – Religious tourism, education, and promotion of Bihar’s cultural legacy. Here are the 25 key resolutions from the NDA’s Bihar manifesto: Employment for Every Youth Over 1 crore jobs and government employment opportunities. A Skill Census to map youth potential, with Mega Skill Centers in every district to make Bihar a global skill hub. Empowered and Self-Reliant Women Financial aid of up to ₹2 lakh under Mukhyamantri Mahila Rozgar Yojana. Transform 1 crore women into Lakhpati Didis and launch Mission Crorepati to nurture women entrepreneurs. Economic & Social Empowerment of EBCs Rs 10 lakh financial aid to various Extremely Backward Classes. A retired Supreme Court judge-led committee to recommend fair measures for community upliftment. Farmers’ Dignity and MSP Guarantee Karpuri Thakur Kisan Sanman Nidhi: ₹3,000 yearly assistance (₹9,000 total). ₹1 lakh crore for agri-infrastructure and MSP-based procurement at the panchayat level. Network of Cottage & MSME Industries Vocal for Local push with 100 MSME parks and 50,000 new cottage industries. World-Class Education Infrastructure Build an Education City with ₹5,000 crore investment, upgrade district schools, and introduce AI training to make Bihar an “AI-ready state.” Leading in Healthcare Build MedCity, complete medical colleges in every district, and set up super-specialty hospitals and child-health centers. Promoting Sports and Youth Fitness Establish Bihar Sports City and create Centers of Excellence for key sports disciplines in every division. Upliftment of Scheduled Castes ₹2,000 monthly stipend for SC students in higher education, residential schools in each subdivision, and a Special Venture Fund for SC entrepreneurs. Gig Workers and Drivers’ Welfare ₹4 lakh life insurance, skill training, and collateral-free vehicle loans for auto, taxi, and e-rickshaw drivers. Global Spiritual Tourism Center Develop Janaki Mandir, Vikramshila, and Mahabodhi corridors. Expand Ramayana, Jain, Buddhist, and Ganga circuits. Support 1 lakh eco-homestays with collateral-free loans. Cultural and Film Hub of Bihar Set up Film City, Sharada Kala and Cultural University, Bihar School of Drama, and Film & Television Institute. Flood-Free Bihar in 5 Years Create a Flood Management Board and launch a Flood-to-Fortune model — linking rivers, building embankments, and expanding canals to support agriculture and fisheries.
