The National Commission for Protection of Child Rights (NCPCR) has issued a notice to the Samastipur administration demanding action against a now viral RJD video allegedly using a minor to glorify gun culture. The video, allegedly from a RJD rally addressed by Tejashwi Yadav in Samastipur, showed a minor saying, “if Tejashwi Yadav becomes CM he shall freely roam in the State with his gun.” Sources in the Bihar administration confirmed to The Pioneer that Samastipur District Magistrate is in receipt of a NCPCR notice dated November 10, 2025 as per the provisions authorised to the NCPCR under the Juvenile Justice (JJ) Act. The Commission, which is established by Parliament Act to cater to the child rights, has asked the city administration to brief NCPCR as what action will be taken against the political party. Prime Minister Narendra Modi too in one of his speech rued over the fact as how during RJD election campaigns children were being used and unfortunately the nurturing kids have been heard of saying “they wish to become rangdaar (street bully)” upon growing up. “I shudder to hear that the RJD, in its campaign, is getting children to say that upon growing up they wish to become rangdaar (street bully). Bihar definitely does not want a Government which has kata (country-made firearm), kushasan (misgovernance), kroorta (cruelty) and corruption to offer,” the PM had said in a poll rally in Sitamarhi district. An official in the State administration, requesting anonymity, told The Pioneer that DM will duly respond to NCPCR notice and abide by the JJ Act as mandated to protect the rights of child. With dust settling on an acrimonious campaign, followed by a record turn-out in Bihar Assembly polls, all eyes are now on the counting of votes scheduled on Friday.
