A Carmel resident has joined the ranks of New York Lottery winners, claiming a $1 million prize on the VIP Millions scratch-off game, lottery officials announced. Devone Cerreiro opted to receive his winnings as a one-time lump sum payment totaling $651,010, after required withholdings. The winning ticket was purchased at Ali’s Lucky Place & Convenience, located at 718 McClean Ave. in Yonkers. Carmel is approximately 50 miles north of Manhattan. As of this writing, there are still 11 of the $1 million prizes and two $5 million prizes remaining on the VIP Millions ticket.
