Clerk of Parliament, Maxime Banga, confirmed yesterday afternoon that the motion of no confidence against Speaker of Parliament Stephen Felix was lodged at 8:19am. As prescribed by the Standing Orders of the Parliament of Vanuatu, the motion included both a mover and a seconder. “There is no provision for a motion of no confidence against the Speaker under the Constitution, as is the case with a motion against the Prime Minister,” he explained. “The motion against the Speaker is provided for under the Parliament Standing Orders. Under Standing Order 44, it takes between four and seven days to mature. “With the motion lodged this (Thursday) morning, counting from today, it is expected to mature by Thursday next week, when it can be brought before Parliament for debate and vote. “In terms of details, these will be presented during the debate in Parliament. The motion will be brought before the Speaker as business having precedence.”
