Marbella approves blue, green, orange and red parking zones

Marbella Council has approved a new regulated parking rule during its regular plenary session on Friday, September 26, replacing an outdated system in place for over a decade.

The updated ordinance aims to adapt urban mobility to current needs while maintaining some of the lowest parking rates in the country.

Municipal spokesperson Felix Romero stated that the regulation hopes to “promote vehicle turnover and support local commerce while incorporating specific measures for residents.” The town will be divided into four districts, with new red and orange parking zones added to the existing blue and green zones.

Romero explained that the ordinance serves as a general framework, to be finalised with a technical and economic study, a fiscal ordinance, and the concession’s terms and conditions. Key features include:

Blue Zone: Extended to a maximum of two and a half hours, with discounted rates for residents.
Red Zone: Designated for high-turnover areas near public services, with a 30-minute parking limit.
Green Zone: Aimed at residential areas, with a four-hour limit for non-residents.
Orange Zone: Introduced for public parking lots and designated areas with a reduced 24-hour rate, also available during major events.

Additional measures include the option to cancel parking fines online within 24 hours for a reduced fee of five euros, mandatory control of loading and unloading zones with a ‘zero ticket’ system, and the inclusion of electric vehicle charging stations across the municipality.

Romero explained that the ordinance allows business associations, neighbourhood councils, and citizens to propose the creation or modification of regulated parking zones, encouraging community involvement in urban planning. The new framework is expected to improve mobility, support local businesses, and address the evolving needs of Marbella’s residents and visitors.
