The man, who does not attend the college, was shot in the neck at about 3:15 p.m., officials said. He was taken by ambulance to Upstate University Hospital in Syracuse, and he was expected to survive. The shooting caused the college, as well as some nearby businesses in the village, to go into lockdown. Students were told to shelter in place.
