This makes me wonder if she's tight with the neighbor and is retaliating for some other prank or something. Its like she had i lightbulb go on "this will be funny". I might mess with my friends (some of them also neighbors) decorations allthough never in a way that causes damage. She just looks to happy and proud of herself for me to feel like there is a lot of malice involved. Stupidity maybe but not malice.
