India and Russia are expected to fine-tune the outcomes of the 23rd edition of their annual summit during external affairs minister S Jaishankar's proposed visit to Moscow in the third week of November for the Shanghai Cooperation Organisation (SCO) heads of government meeting, according to officials. The India-Russia Annual Summit is set for December 4 to 6 and will be attended by Russian President Vladimir Putin.Jaishankar's proposed November trip will be his second official visit to Moscow this year. He is expected to hold discussions with Russian Foreign Minister Sergey Lavrov and Deputy Prime Minister Denis Manturov on the bilateral agenda, the officials told ET.On the eve of the summit, the two nations also plan to host in New Delhi the second edition of 2 + 2 Foreign & Defence Ministerial Dialogue. India is pushing for market access in Russia for its exporters--especially after the US raised tariffs on Indian goods-in sectors including agricultural products, seafood, textiles, and gems and jewellery. The possible outcomes for the summit include announcement of purchase of five S-400 missile defence systems-seen to have given India a decisive edge during Operation Sindoor--and long-range missiles for Sukhoi fighter jets; pacts on setting up a urea plant in Russia that has abundance of gas to meet fertilisers requirements in India; critical minerals to meet India's needs; a pact for long-term supply of coking coal; mobility pact for Indian workforce; and cooperation in the resource-rich Arctic region and northern sea route. It will also see efforts to strengthen civil nuclear energy cooperation, including additional small and modular reactors.Russia has emerged as India's top supplier of fertilisers, as well as a key supplier of sunflower oil and coal. Moscow has proposed that India should conclude an intergovernmental agreement to support the delivery of Russian coking coal and formalise export volumes of thermal coal as part of efforts to expand exports to the Indian market, according to officials.Add as a Reliable and Trusted News Source Add Now!
