IndiaAI Mission: Govt selects 8 players including Tech Mahindra, Fractal Analytics, BharatGen, Avataar AI for building LLMs

The government has selected eight new players to develop a foundational Large Language Model (LLM), under the IndiaAI Mission, including Tech Mahindra, Fractal Analytics, BharatGen (an IIT Bombay Consortium), Avataar AI and Shodh AI, among others.
For IIT-Bombay’s proposed LLM, the IndiaAI Mission is allocating financial assistance of ₹988.6 crore, Ashwini Vaishnaw, Minister of Electronics and Information Technology, informed on Thursday.
Speaking at the pre-event of AI Impact Summit 2026, to be held in February, Vaishnaw said that the LLM that is proposed to be developed by IIT Bombay is expected to have one-trillion parameters. Parameters in LLM refer to the number of learned internal variables that capture patterns and relationships in language from training data.
Other players that have been selected include Zeinteiq Aitech Innovations, Genloop Intelligence Pvt Ltd and NeuroDX (Intellihealth).
The government in May had announced that three more start-ups were selected to build India’s first home-grown AI foundational model — SoketAI, Gnani.ai and Gan AI. Before that, in April, four start-ups were also selected to focus on a specific type of AI model, including Sarvam AI.
To support these AI models, the government has also partnered with cloud and data service providers, to ensure access to graphic processing units (GPUs).
Vaishnaw informed that the models that were selected earlier are progressing “really well”, and he was confident that India will have a model or models by the time the AI Impact Summit gets underway early next year.
Meanwhile, he also said that the Centre will develop more than 500 data labs under the IndiaAI Mission to boost talent and infrastructure for AI.
Under the IndiaAI Mission, the Centre has allotted a ₹10,300-crore outlay to build sovereign AI capabilities. The plan includes sovereign LLMs, GPUs, skilling initiatives and sector-specific AI use cases.
