In Bihar’s Heartland, Sangh's Foot Soldiers Are Back To Lead A Quiet Mobilisation | Ground Report

In Bihar’s hinterland, a quiet mobilisation is underway long before the campaign flags go up. From the crowded lanes of Patna to the ‘badlands’ of Siwan and Mokama, RSS workers have been knocking on doors—quite literally. The organisation and its affiliates have planned to hold at least 2-2.5 lakh door-to-door meetings across the state’s 243 assembly constituencies, News18 has learnt. Old Links, New Mission This phase focuses on awakening two vital forces as the RSS calls them: Sajjan Shakti—those who may not be directly involved but remain aligned and inspired and Supta Shakti—volunteers who once contributed actively but have since become inactive. “By reactivating their spirit and participation, we aim to generate a fresh surge of collective energy and commitment toward our shared mission,” said a senior RSS functionary based out of Bihar. Around 15,000 volunteers, many of them academicians, doctors, lawyers, local teachers, shopkeepers, students or small farmers, have been drawn into the effort. The target is ambitious and it includes roughly 4,000 such meetings in every constituency. The pitch is simple but loaded. At each doorstep, volunteers, part of a team of two to three members, urge residents to participate in the coming polls, to ‘choose wisely’ for the state and the nation. They explain the meaning of the vote, the weight of ‘informed choice’ and, without naming any party, why pressing NOTA is not a solution but a ‘wasted opportunity’. Lokmat Parishkar: From Fatigue to Faith In villages where political fatigue runs deep, these quiet conversations are meant to re-stir emotions and reignite interest in the electoral process. “People are tired of promises and politics,” said a functionary in Patna Sahib. “We tell them that even if they are angry, disengaging will not help,” he added. The campaign, though wrapped as voter awareness, carries a deeper undertone of ideological outreach—an attempt to shape not just participation, but perception, constituency by constituency. The Sangh calls the campaign ‘Lokmat Parishkar’. It is not unique to Bihar, though and takes place in every state before the ensuing elections. “The Lokmat Parishkar campaign is dedicated to ensuring that every eligible voter, from urban centers to the most remote vanvasi and adivasi regions, is able to participate fully in the democratic process. Through meticulous booth-level planning, outreach in difficult terrains, and engagement with first-time voters, mostly with young students aged 18-25, the campaign seeks to significantly increase voter turnout,” explained another senior RSS functionary in Patna. Say ‘No’ To Caste-Based Voting “The goal is to empower every citizen to understand the value of their vote and to make sure no one is left behind in shaping the nation’s future. At the heart of Parishkar lies a call for transformation in how we choose our leaders. It urges citizens to move beyond caste-based or identity-driven voting and instead support those who will truly improve lives through integrity, vision, and development-oriented governance,” he added. By promoting pro-development, issue-based voting, the campaign aims to strengthen democracy itself, making it more accountable, inclusive, and capable of delivering real progress for all, said the RSS functionary.
