How much developers paid this Welsh council last year and what it will fund

More than £1.7m was received by Rhondda Cynon Taf Council through developments last year to go towards improving local infrastructure. The council’s annual community infrastructure levy (CIL) monitoring report showed that RCT Council brought in £1.75m in 2024/2025 and of this, 80% was classed as “strategic” to be spent on the council’s regulation 123 list which is a list containing infrastructure projects that are fully or partly funded by CIL. This money is paid by developers towards the cost of extra infrastructure developments might create a need for, such as schools and roundabouts. The amount of strategic CIL income received in 2024/2025 was £1.24m and the amount of strategic income brought forward from 2023/2024 was £1.89m. There was no strategic income spent in 2024/2025 so the balance of strategic CIL income carried forward to 2025/2026 was £3.13m Of the total CIL income, 15% is classed as “local” and so is passed on to town and community councils where developments have taken place. Local CIL income received in 2024/2025 was £386,716.33. RCT has 12 community or town council areas, which are: Gilfach Goch, Hirwaun, Llanharan, Llanharry, Llantrisant, Llantwit Fardre, Pontyclun, Pontypridd , Rhigos, Taffs Well, Tonyrefail, and Ynysybwl. Local CIL income received between April 1, 2024, and September 30, 2024, was £114,175.81 which was passed to the relevant town or community councils in October, 2024. Local CIL (15%) income received between October 1, 2024, and March 31, 2025, was £272,540.52. This was passed on to the relevant town or community councils in April, 2025. The balance for areas where there is no town or community council as at 2024/2025 was £8,478.82. Llanharan Community Council payments brought forward from 2023/2024 (£143,086.77 and £153,860.57) were released in May, 2024. Of the total income, 5% is administrative income and the amount of this received in 2024/2025 was £128,522.90. Administrative income brought forward from 2023/2024 was £255,562.13 with £60,000 being spent in 2024/2025 so the balance of administration income carried forward to 2025/2026 was £324,085.03. One change is proposed to the regulation 123 list which is to remove new or additional education provision to serve Trane Farm, Tonyrefail, as the development is no longer taking place.
