The Hubballi-Dharwad Municipal Corporation is contemplating raising ₹100 crore through green and climate bonds and a committee will be formed to study the proposal. Hubballi-Dharwad Mayor Jyoti Patil gave a ruling in this regard at the monthly council meeting in Dharwad on Friday. Councillors of both ruling and opposition parties held a discussion over the issue, after Municipal Commissioner Rudresh Ghali proposed raising ₹100 crore through green and climate bonds, citing the examples of Indore and Surat corporations. The Municipal Commissioner said that the initiative, under the Sustainable Urban Mobility and Climate Change Project, will also receive ₹13 crore in assistance from the Union Urban Housing Ministry. However, the councillors were not convinced and wanted the proposal to be thoroughly checked. Floor leader Thippanna Majjagi suggested forming a Bond Steering Committee, headed by the Deputy Mayor, to study the feasibility of the proposal. Ms. Patil said that a committee would be formed within a week to study the issue. She said that members would also visit other municipal corporations where such bonds had been issued and subsequently a detailed workshop would be conducted to gather the opinion of the councillors. Illegal meat stalls The issue of illegal meat stalls in the twin cities also led to a heated discussion with councillors lashing out at officials for not taking action. Raising the issue, councillor Shankar Shelke accused the officials of inefficiency, pointing out that illegal transportation and slaughter of cattle was taking place unabated. Former Mayor Iresh Anchtageri sought to know why proper legal action had not been taken so far. Giving her ruling on the issue, the Mayor directed officials to immediately begin the process of shutting down the illegal meat shops. Raising the issue of poor collection of advertisement fee, Mr. Anchtageri pointed out that while the BBMP collected around ₹300 crore annually, the Hubballi-Dharwad Municipal Corporation’s revenue was just ₹3 crore despite having a bigger potential. He alleged that inefficient collection had resulted in a loss of at least ₹6 crore annually. On the issue of alleged widespread encroachments over corporation properties, the Mayor directed the forming of a sub-committee within three days to look into the issue. The issue of thanking the Prime Minister for slashing the GST rates led to heated discussion. After Mr. Anchatgeri proposed to a resolution thanking Prime Minister Narendra Modi for slashing GST on several products, several BJP councillors concurred with him. However, the Congress councillors opposed to it saying that there was nothing to glorify. They said it was the BJP government which had originally imposed higher GST and it was now reduced after Leader of Opposition in the Lok Sabha Rahul Gandhi demanded it. Their remarks led to the BJP councillors accusing Chief Minister Siddaramaiah of burdening the common people with heavy taxes. The House resumed the proceedings as per the agenda, after Ms. Patil intervened and pacified the councillors.
