HC CJ expresses disappointment over Hyderabad Police Commissioner not furnishing details over explosives usage

Expressing concern over Hyderabad Police Commissioner not furnishing information over the permissions accorded for blasting rocks for construction activity, the Telangana High Court on Tuesday (September 16) impleaded the city police chief in a suo motu taken up PIL petition.

A bench of Chief Justice Aparesh Kumar Singh and Justice G.M. Mohiuddin, hearing the PIL plea, issued notices to the Hyderabad Police Commissioner directing him to respond by September 23 in the matter. The bench took up a newspaper report over blasting of rocks using explosives round-the-clock in the hillocks of Banjara Hills near Nyaya Vihar (residential complex of HC judges) suo motu as PIL petition.

During the previous hearing on August 28, the bench directed the government to inform it who was the official responsible for according permissions to use explosives for construction activity in Hyderabad city. When the matter came up for hearing on Tuesday, Additional Advocate General Mohammed Imran Khan informed the bench that different departments were involved in finalising permissions for blasting activity.

Based on the inputs given by wings like Controller of Explosives, the Police Commissioner will give no objection certificate for usage of explosives, the AAG said. The CJ expressed disappointment over the Hyderabad Police Commissioner not furnishing details on the matter despite seeking that information during the previous hearing.

“CP Hyderabad is consciously taking into consideration the inputs issued by other departments before issuing NOC for using explosives for blasting ….but the information is not furnished till today…,” the CJ observed.
