The CEP invites political actors and civil society organizations to pick up a printed copy of the document, starting Friday, October 31, 2025, from 10:00 a.m. to 5:00 p.m., at the CEP offices in Pétion-ville, located at 72 Stephen Archer Street, to provide feedback, suggestions, and/or recommendations. Comments and recommendations must be submitted to the CEP by November 10, 2025, inclusive. This decree paves the way for diaspora voting and grants women a place in the electoral process through incentives and bonuses for political parties, groups, or coalitions. Some important points of this decree : Article 6 : "[...] The Provisional Electoral Council is responsible for the planning, organization, management, and oversight of electoral operations throughout the territory of the Republic and in duly identified Haitian diaspora communities. Article 93 : "For the upcoming elections, the terms of the three (3) senators elected for each department will be established as follows : 1) The senator elected with the most votes will serve a six (6) year term; 2) The senator elected with the next highest number of votes will serve a four (4) year term; 3) The third senator is elected for two (2) years. Article 138 : "All political parties, groups, or coalitions of political parties are required to present at least thirty percent (30%) of their candidates for the National Assembly, under penalty of having their candidacies rejected." Article 138.1 : "Any political party, group, or coalition of political parties presenting a list of candidates for the National Assembly with more than fifty percent (50%) of their candidates is received an additional fifty percent (50%) of the funding provided by the State." Article 140 : "For the Senate elections, all political parties, groups, or coalitions of political parties are required to present at least one (1) woman on their list of three (3) candidates for each department, under penalty of having their candidacies rejected." If a party, group, or coalition of political parties decides to present a list of two (2) candidates per department, one (1) of the two (2) must be a woman, under penalty of rejection of the candidacies. Article 163 : "The registration fees for the various elected positions are established as follows : 1) For the presidential candidate : one million (1,000,000.00) Gourdes; 2) For the Senate candidate : five hundred thousand (500,000.00) Gourdes; 3) For the candidate for the Chamber of Deputies : two hundred and fifty thousand (250,000.00) Gourdes; 4) For the municipal council candidate list : one hundred thousand (100,000.00) Gourdes; 5) For the CASEC candidate list : twenty-five thousand (25,000.00) Gourdes; 6) For the city delegate candidate list : five thousand (5,000.00) Gourdes; 7) For the ASEC candidate list : five thousand (5,000.00) Gourdes. Woman candidates receive a 50% discount on registration fees. Any candidate with a disability receives a fifty percent (50%) discount on registration fees. After review of their application, all candidates with a master's degree are eligible for a 20% discount on registration fees. Candidates with a doctorate receive a 30% discount."
