"The Single Window for Investment is much more than a digital transformation. This is a powerful lever for structured transformation," declared Minister Monazard, emphasizing the inter-institutional nature of the committee. He stressed, "We have a historic opportunity here to transform Haiti into a competitive economic destination where serenity, transparency, and reliable processes become the norm." The GUI, whose development officially began on July 19, 2025, with the involvement of the Ministry of Commerce and Industry and the Inter-American Development Bank, aims to centralize all administrative procedures for investors on an integrated digital platform. This project draws inspiration from best practices observed in Rwanda, Jamaica, Singapore, and Guyana. According to Isnel PierreVal, a consultant for the consortium, a potential investor currently has to go through "more than 12 steps and go through no fewer than 6 different institutions to register their company and obtain tax and customs exemptions, which can take up to 9 months." This observation justifies the evolution of the initial project from a hybrid window to a single electronic window, taking into account technological advancements and the current Haitian context. For Marie Fatima Léonne C. Prophète, Director General of the CFI (Centre de Financement International – International Finance Centre), the stakes are clear : "The Single Window aims to revolutionize the way investment is conducted in Haiti, promote foreign direct investment, encourage diaspora investment, support businesses in their growth initiatives, and ensure better institutional coordination." She particularly emphasized the role the Single Window will play for the Haitian diaspora : "The Single Window will be a modern gateway, enabling the diaspora to invest with confidence and efficiency." The project is based on rigorous governance, including a Steering Committee and a Technical Secretariat composed of the CFI and its team. Partner institutions, including the General Customs Administration (AGD), the General Directorate of Taxes (DGI), the Ministry of Commerce and Industry (MCI), the Ministry of Economy and Finance (MEF), the National Old-Age Insurance Office (ONA), Electricity of Haiti (EDH), the Bank of the Republic of Haiti (BRH), and the chambers of commerce, were called upon to "fully adopt the GUI and actively support the CFI." Upcoming actions include : designing the technological solution, developing the first prototype, drafting the functional and technical specifications, and creating a user manual. The IOS/DDG Group consortium has committed to presenting the first prototype at the next Steering Committee meeting, which will be followed by validation workshops and training sessions for system users and administrators. Nevertheless, significant technical challenges remain, including the interoperability of systems between different institutions, the accessibility of digital payment tools, and the establishment of a suitable legal framework for electronic signatures and the digitization of procedures. The assessment identified five categories of institutions based on their level of digitization, revealing significant disparities that will need to be addressed. "The Single Window (GUI) is part of a regional and international dynamic. It symbolizes our capacity to effect change and lay the foundations for a more modern administration," concluded Minister Monazard, inviting partner institutions to "believe in it and see it as an opportunity to modernize their services." With this project, Haiti aims to join the ranks of countries that have successfully completed their administrative digital transformation, drastically reducing registration times, improving transparency, and strengthening the confidence of domestic and foreign investors. A bold gamble that, if successful, could truly revolutionize the business climate in the country and significantly contribute to achieving the objectives of the CFI Strategic Plan : 60 new investment projects and 35,000 jobs created by 2027.
