GTEC boss responds to citizen’s petition questioning his academic credentials

The Director-General of the Ghana Tertiary Education Commission (GTEC), Professor Ahmed Jinapor Abdulai, has responded to a petition filed by a concerned citizen, Kwame Simpe Ofori, who requested detailed information regarding his academic qualifications and professorial appointment. Ofori, in a petition dated October 24, 2025, invoked the Right to Information Act, 2019 (Act 989) to seek transparency from GTEC’s Governing Board. The petition, which was copied to the Minister of Education, the Chairman of the Public Services Commission and the Vice-Chancellor of the University of Education, Winneba (UEW), sought to ascertain the authenticity of Prof Abdulai’s academic and professional credentials. In his letter, Ofori noted that his request was made “in the public interest” and aimed to promote transparency, accountability and integrity within Ghana’s tertiary education system. He emphasised that ensuring proper academic standards was essential to maintaining public confidence in the processes that govern academic promotions and appointments. In response, GTEC, through a letter signed by its Acting Director of Corporate Affairs, Jerry Sarfo, outlined the Director-General’s full academic and professional background, reaffirming his eligibility for the role. According to the letter, Prof Ahmed Jinapor Abdulai holds: A Bachelor of Arts Degree (First Class Honours) in Philosophy and Religions from the University of Ghana (1998–2001). A Master of Arts in International Affairs from Ohio University, USA (2003–2005). A Doctor of Education (Ed.D.) in Curriculum and Instruction from West Virginia University, USA (2005–2009). A Postgraduate Diploma in Teaching and Learning in Higher Education from the University of Education, Winneba (UEW) (2016–2017). The letter further provided details of Prof Abdulai’s academic and professional career progression: Lecturer, UEW – 2010 to 2014 Senior Lecturer, UEW – 2014 to 2017 Associate Professor, UEW – 2017 to present Deputy Director-General, GTEC – 2020 to 2023 Acting Director-General, GTEC – 2023 to 2024 Director-General, GTEC – 2024 to date The Commission indicated that Prof Abdulai would furnish the GTEC Governing Board Chairman with the full documentation requested by the petitioner.
