Government Showcases Progress in Salary Payments, Education, Investment, Anti-Corruption Reforms

By Amos Harris The Government of Liberia has highlighted significant strides in public sector reforms, economic growth, and anti-corruption efforts, while addressing concerns surrounding delayed October salary payments for civil servants. Speaking during a regular press briefing at the Ministry of Information, Cultural Affairs and Tourism (MICAT) on Tuesday, October 21, 2025, Deputy Minister for Press and Public Affairs, Daniel O. Sando, assured government employees that the delay in salary disbursements was due to an ongoing payroll system transition at the Ministry of Finance and Development Planning (MFDP). He explained that the MFDP is currently upgrading its central data center to improve the efficiency and reliability of salary payments across more than 31 ministries and agencies, ensuring that all transactions meet the highest standards of transparency and accountability. “Salaries have already been processed through commercial banks, and the government remains committed to transparency and accountability in every transaction,” Sando emphasized. Addressing developments in the education sector, Deputy Minister Sando revealed that the World Bank has approved a US$8.7 million project to strengthen foundational learning in public primary schools. The initiative will fund the construction of 100 new schools, the rehabilitation of existing classrooms, and the training of over 6,500 teachers along with 4,500 school administrators in leadership and management. The project aims to enhance literacy, improve teaching quality, and benefit approximately 350,000 primary school students across 2,337 public schools nationwide. Sando also welcomed the latest U.S. Government Investment Statement on Liberia, which reports strong economic growth and renewed investor confidence. According to the statement, Liberia’s economy expanded by 5.1% in 2024, driven by growth in the mining, agriculture, fisheries, energy, and services sectors. Inflation reportedly fell from 10% in 2023 to 7.7% in 2024, reflecting improved fiscal management and macroeconomic stability. The report further encouraged U.S. investors to explore Liberia’s expanding opportunities in renewable energy, ICT, financial technology, manufacturing, and waste management. The positive assessment follows a recent high-level meeting in Washington, D.C., between Liberia’s Foreign Minister, Madam Sara Baslow, and U.S. Secretary of State, Michael Rubio, where discussions centered on strengthening bilateral cooperation, trade, investment, and migration management. In governance and accountability, Sando disclosed a major milestone: the Executive Chairperson of the Liberia Anti-Corruption Commission (LACC) has been elected Vice President of the Network of Anti-Corruption Institutions in West Africa (NACIWA). This achievement, he noted, underscores Liberia’s growing reputation as a leader in regional integrity and anti-graft initiatives. The network promotes cooperation among West African nations on asset recovery, case coordination, and cross-border investigations aimed at combating corruption. Deputy Minister Sando described the achievement as a reflection of President Joseph Nyuma Boakai’s administration’s steadfast commitment to good governance, transparency, and the rule of law, reaffirming Liberia’s role as a champion of reform and accountability in the region.
