Registrar of the Ghana Scholarships Secretariat, Alex Kwaku Asafo-Agyei, has revealed serious irregularities in scholarship awards during the tenure of former Registrar, Dr. Kingsley Agyemang, including the extension of full financial coverage to the spouses and children of award recipients.
Mr. Asafo-Agyei disclosed that, beyond tuition and living expenses for students, the Secretariat also fully funded visa fees, air tickets, and annual stipends for their dependents—practices he described as deeply problematic.
“What has happened at the Secretariat is that when someone is awarded a scholarship, their wife and children are also added as dependents and that’s not even the sad part,” Mr. Asafo-Agyei said.
“The Secretariat pays for all their visa processes and other related expenses. Their air tickets are also covered by the Secretariat. Then, they are allocated stipends. Let me give you an example: there are memos showing official approval for these payments. Their tickets were fully paid for by the Secretariat.”
One example, he noted, involves Mr. Peter Mensah, who received a scholarship to pursue an LLM in Law at Brunel University, London, in January 2022. According to documents cited by the Registrar, the award covered £17,875 in tuition, £16,008 per year in living expenses, and £8,160 annually for his dependent spouse, Mrs. Gifty Oware Mensah, the former Deputy Director of the National Service Scheme (NSS).
A letter from the Secretariat confirming the award stated:
