They were arrested on suspicion of dangerous driving and causing grievous bodily harm with intent, the force said.
Police said there was no wider threat to the public and they would be liaising with organisers of the industrial action to offer reassurance.
“Officers are aware the incident has caused concern in the community and are liaising with the organisers of the industrial action at this location to offer reassurance,” the spokesman said.

Unite the Union members at Sellafield began four days of industrial action on Monday over pay and “the refusal to increase Sellafield-specific allowances”.
The union said construction workers at other nuclear projects received pay premiums that contractors at Sellafield did not match.
Sellafield Ltd previously said it did not directly employ those taking part in the action, but “safety and security” would continue to be its priority throughout the strike.
Staff taking part include electricians, joiners, pipe-fitters, riggers, welders and groundworkers.
