Farm inspections underway ahead of new land valuation roll

Staff Reporter THE Ministry of Agriculture, Fisheries, Water and Land Reform has begun conducting farm inspections as part of preparations for a new provisional valuation roll, in line with Section 76 of the Agricultural (Commercial) Land Reform Act, 1995 (Act No. 6 of 1995) and the Land Valuation and Taxation Regulations of 2018. The inspections aim to ensure the accurate assessment and imposition of land tax on commercial agricultural properties across Namibia. According to the ministry, inspections are focused on farms sold or transferred between March 2021 and March 2025. Only a selected sample of these transacted farms will be visited, in accordance with Regulation 6(b) and (c) of the Land Valuation and Taxation Regulations of 2018. During the visits, ministry officials will record details on improvements and infrastructure such as buildings, boreholes, reservoirs, wind pumps, solar panels, engines, fencing, and other developments. The ministry added that these inspections will help ensure land tax assessments are fair and based on accurate valuations. Farm visits, which began on 1 August 2025, are currently underway and will continue until 30 November 2025. All inspection teams carry official identification and a letter of authorisation from the ministry. Farmers are urged to cooperate with the officials to facilitate a smooth data collection process. For more information, farmers can contact Mr. Protasius Thomas from the Office of the Deputy Valuer General: Rating & Taxation, at 081 160 3438. The ministry emphasised that this national exercise is vital to ensuring transparency, accuracy, and fairness in Namibia’s land taxation system, benefiting both farmers and the wider agricultural sector.
