Delhi will soon have 13 revenue districts and 39 sub-divisions, with chief minister Rekha Gupta granting in-principle approval to restructure the city’s administrative boundaries. The move aims to streamline governance by reducing overlaps between revenue districts and Municipal Corporation of Delhi (MCD) zones, a TOI report stated.At present, the capital has 11 revenue districts, each headed by a district magistrate. These districts operate separately from the MCD, which is divided into 12 zones led by deputy commissioners. In addition, the New Delhi Municipal Council (NDMC) area functions as a separate entity within New Delhi district.This fragmented arrangement has often led to confusion and disputes over jurisdiction. For example, areas of Najafgarh fall under multiple districts, while the Karol Bagh MCD zone overlaps with North-West district despite being geographically distant.Government’s objective behind the realignmentChief minister Gupta said the realignment is intended to “improve inter-departmental coordination, eliminate jurisdictional overlaps, and enable quicker redressal of citizens’ grievances.”Officials said the BJP government plans to align MCD zones with revenue districts and merge NDMC and Delhi Cantonment areas into New Delhi district. They added that the change will allow more balanced distribution of work among officials, smoother coordination, and faster delivery of services.Live EventsPast changes and upcoming processThe last time new districts were created was in September 2012, when South-East Delhi and Shahdara were carved out. The current restructuring will require a major redraw of Delhi’s administrative map. It may involve adding or excluding villages and localities, with the names of new districts likely linked to the areas or MCD zones they represent.The process has already begun, with the revenue department drafting a detailed proposal. It will be sent to the finance and law departments for comments, before being placed before the Cabinet chaired by the CM. After Cabinet clearance, the Lieutenant Governor will review the plan. Once approved, a gazette notification will be issued, followed by the appointment of new district magistrates, sub-divisional magistrates, and related staff.Possible changes to boundariesOfficials indicated that the 12 MCD zones — Central, City Sadar-Paharganj, Civil Lines, Karol Bagh, Keshavpuram, Najafgarh, Narela, Rohini, Shahdara North, Shahdara South, South, and West — are likely to be converted into revenue districts. Shahdara district is expected to see significant redrawing, while parts of South-East and Outer Delhi could also undergo changes.Currently, several MCD zones overlap with multiple districts. The Central zone cuts across four districts, while the South zone spans four different jurisdictions. The Rohini zone also overlaps with three districts.
