The Commission on Human Rights and Administrative Justice (CHRAJ) has determined that Dr. Ammishaddai Owusu-Amoah, the former Commissioner-General of the Ghana Revenue Authority (GRA), is to be disqualified from holding any public office for a period of five years. Furthermore, he is to be referred to the Attorney-General for prosecution following investigations that uncovered corruption, fraud, and breaches in procurement, which led to a financial loss of GHS 8,971,933.43 to the state. This ruling comes in response to a complaint filed by the Movement for Truth and Accountability (MFTA), a civil society organization, in August 2022. The organization accused the former GRA head of participating in fraudulent procurement activities related to the awarding of contracts for the provision of vehicles and logistics to the Authority. CHRAJ’s investigation revealed that under Dr. Owusu-Amoah’s leadership, the GRA awarded contracts totaling millions of cedis to three companies—Ronor Motors Ltd, Sajel Motors & Trading Company Ltd, and Telinno Ghana Ltd—on October 1, 2021, utilizing a single-source procurement method. The Commission found that the GRA had misled the Public Procurement Authority (PPA) into sanctioning the use of the single-source procurement method under questionable conditions, in violation of the Public Procurement Act, 2003 (Act 663) as amended. Further investigations indicated that Sajel Motors and Telinno Ghana lacked verifiable business addresses and had fraudulently entered into separate contracts with Ronor Motors for the supply of identical vehicles. Additionally, all three companies were determined to be non-compliant with tax obligations at the time of the transactions. The contracts, as stated by CHRAJ, were “tainted with fraud and corruption,” and the excessive pricing of the vehicles resulted in a direct financial loss to the state, estimated at $826,551, which is equivalent to GHS 8,971,933.43 as of October 27, 2025. CHRAJ asserted that Dr. Owusu-Amoah, as the head of the GRA, held ultimate responsibility for the irregularities that transpired under his oversight. The report indicated, “The Respondent, being the Entity Head, cannot evade liability as he oversaw its execution.” Consequently, the Commission mandated that Dr. Owusu-Amoah be prohibited from holding any public office for a period of five years and referred him, along with the directors of the three companies, to the Attorney-General for potential prosecution and recovery of the misappropriated funds. Moreover, CHRAJ has urged the Board of the Public Procurement Authority to disqualify Sajel Motors Ltd and Telinno Ghana Ltd from participating in any future business dealings with the state or its agencies due to their involvement in misrepresenting their ability to fulfill the contracts. The Commission also called on the PPA to ensure rigorous enforcement of the Public Procurement Regulations, 2022 (L.I. 2466), especially concerning single-source procurement, to avert similar violations and guarantee value for money in public contracts. This ruling represents one of the most significant anti-corruption decisions of the year and highlights CHRAJ’s ongoing commitment to fostering accountability and transparency within Ghana’s public institutions.
