Precise Development (HK) Limited of China and Habib Rafiq (Pvt.) Limited (HRL), one of Pakistan’s top industrial conglomerates, has signed a strategic partnership to strengthen bilateral industrial cooperation, enhance technological collaboration, and expand investment avenues between China and Pakistan. Under the agreement, HRL will gain access to Chinese markets through coordination with the All-China Federation of Industry and Commerce (ACFIC). The partnership aims to deepen business-to-business (B2B) linkages, foster joint ventures, and create a platform for private-sector collaboration, particularly supporting small and medium-sized enterprises (SMEs). Speaking to Gwadar Pro, Khalid Taimur Akram, currently leading B2B-based Chinese investments in Pakistan, said the collaboration goes beyond large corporations. It will create an inclusive framework for SMEs to drive innovation, entrepreneurship, and cross-border trade facilitation, ultimately enhancing Pakistan’s industrial base and human capital through technology transfer and skills development. Both sides emphasised that the initiative aligns closely with the vision of the China-Pakistan Economic Corridor (CPEC) and the shared objective of regional economic integration. The partnership represents a long-term commitment to sustainable growth, industrial modernisation, and greater private-sector involvement in Pakistan’s economic development.
