Chairman of the Financial Commission Acting President of the Republic of the Union of Myanmar, Chairman of the State Security and Peace Commission, Senior General Min Aung Hlaing addresses Financial Commission meeting Materialize activities that benefit people by effectively and wisely using the approved funds within the fixed period Nay Pyi Taw October 28 The Financial Commission held a meeting in Nay Pyi Taw this morning, addressed by Chairman of the Commi-ssion Acting President of the Republic of the Union of Myanmar, Chairman of the State Security and Peace Commission, Senior General Min Aung Hlaing. Also present were Commission Vice Chairman SSPC member Prime Mini-ster U Nyo Saw, union ministers, the union auditor-general, the Nay Pyi Taw Council chair, region/state chief mini-sters, and officials. In his keynote address, the Senior General said at this meeting the Finan-cial Commission will have to approve the supplemental budget requests of the Union and regions and states for fiscal year 2025-2026. After the completion of the approval process, the submission of supplemental budget appropriation bill for FY 2025-2026 of the Union to the National Defence and Security Council for approval through the government will follow. The approval for supplemental budget appropriation will be mainly centred on restoration of buildings such as offi-ces, schools, hospitals destroyed by the Mandalay earthquake and rehabilitation activities, and national development and public welfare activities that cover infrastructure including roads, bridges, schools and hospitals. In facilitating the work of restoring and rehabilitating the infrastructure damaged by earth-quake for its earliest completion, the time supplemental fund will be received and the volume of work must be taken into account. Of the appropriated budget for union level organizations and union ministries to restore or rebuild quake-damaged infrastructure of the State for FY 2025-2026, the amount of Ks-2069.336 billion returned to general revenue fund (GRF) were already transferred to the National Disaster Management Fund. In order to implement the objects adopted by the government in office, union level organizations and union ministries and region/state governments must set up sector-wised and area-wised priority programs and must systematically use the funds. In accord with the slogan of NDSC “Let us encourage production for prosperity of the Nation” efforts must be made to improve the socio-economic life of the entire nation by increasing the national economic and rural economic growth through the encouragement of promis-ing production and farming industries. In accelerating the national economy for its rapid progress, agriculture that is the main livelihood of the majority of the country’s national people and the lifeblood of the national economy must be materialized first. Hence, agriculture-based industries must be further promoted. The government has already allotted sector-wise funds for carrying out national development undertakings and providing support through various means. Surplus funds appeared due to unavoidable circumstances, and the departments and organizations should return the surplus funds at the earliest time, instead of returning them later at the fiscal year end. Only then will the funds be approved and allotted to the depart-ments that need funds for national development, production development and national economic promotion activities in accord with the financial rules, procedures and directives within the fiscal year. The Financial Commission must discuss and approve the request for appropriation funding for FY 2025-2026 of the union ministries and organi-zations and additional grants to be supplied by the Union to regions and states and the additional budget appropriation bill. The Prime Minister then explained the step-by-step verification process of the request for supplemental funds of the Union level departments and organizations and regions and states for FY 2025-2026, provision of additional allowances and further additional allowances for the welfare of civil servants and retired persons, Union provided funds for approved supplemental funds for FY 2025-2026 and for deficit and approved tax shares for regions and states. Secretary of the Financial Commission Union Minister for Finance and Revenue Dr Kan Zaw clarified matters relating to use of funds from general surplus revenue of the Union for FY 2025-2026, and supplemental fund list, initial budget, amended budget and additional budget appropriation bill of the Union. Union Minister for Legal Affairs Union Attorney-General Dr Thida Oo presen-ted a report on the Union budget bill for FY 2025-2026, additional Union budget bill for FY 2025-2026, and UnionAuditor-General Dr Khin Naing Oo gave suggestions on the facts for future functions according to the findings on the verification of the budgets of union level organizations, ministries and region/state governments. The Nay Pyi Taw Council chair, region/state chief ministers reported on approved supplemental funds to be used in health, education, transport sectors, and the public requested areas. Then, the Secretary of the Financial Commission Union Minister for Finance and Revenue reported to the Senior General on operations of the commission including the scrutiny of details capital accounts, normal accounts and measures taken to approve the law for additional spending. After hearing the reports, the Senior General made supplementary remarks, saying it is necessary to spend funds in tasks that will benefit the country and the people. Union ministers and chief ministers of regions and state are required to make budget spending available actually and to spend them in beneficial tasks. In seeking additional budgets, it is necessary to seek additional budgets for tasks which will generate most benefits within a short period. Extra funds must be spent on tasks that will benefit the country actually. Therefore, it is essential to implement tasks, which will directly benefit the people such as education, health and transportation, as soon as possible at the places the people called for. Funds of the country must be spent beneficially and systematically. Ministries are urged to supervise any tasks in accordance with rules and regulations. It is necessary to carry out tasks that will serve the interests of the people, regions and the country. For the upcom-ing budget year, it is important to seek funds for tasks that can actually be implemented and budget spending must be spent beneficially and effectively within the designated period. If budget spending can be spent correctly and beneficially, it will be beneficial for the country. Failures to spend budgets and time beneficially will adversely affect the country. The government has exerted efforts for the interests of the coun-try by facing political crises, hardship, pandemics and natural disasters resiliently. Spending to be approved by the financial commission is valuable in terms of cash and time is also precious. Therefore, it is necessary to continue to carry out tasks that will benefit the country and to use time, funds and mandates beneficially and correctly. It is necessary to realize tasks that will benefit the people by spending approved budgets within the designated period beneficially and effectively. Then, the Senior General made con-cluding remarks, saying the government must ensure the sustainable develop-ment of the agriculture sector, which plays a vital role in the national economy in accordance with the four objectives of the National Defence and Security Council. Concerted efforts must be made for achieving the continual growth of socioeconomic life of the people through the development of Agro-based industries, the development of MSMEs to boost the national economy and to sub-stitute foreign imports and strengthening the sustainable development of the State by giving priority to the advancement of the national education and health sectors. In additional budgets for the 2025-2026 fiscal year, spending was mainly allocated to repair offices, schools and hospitals damaged by the Mandalay Earthquake and for rehabilitation tasks. Union ministries are required to repay spending for tasks that cannot be carried out due to various reasons in the 2025-2026 fiscal year to the general revenue fund as soon as possible. Only then, can the spending be channeled to union level organizations and ministries to carry out tasks for the development of the country and boosting production and the national economy in the 2025-2026 fiscal year. In addition to current financial allowances, another financial allowance of Ks-30,000 have been approved as of October, 2025 for the welfare of govern-ment employees and retirees. Required funds for the increased financial allo-wance must be provided by transferring funds from the original budget without applying for additional budgets or transferring funds paid back the union GRF, which will also transfer funds for net deficits. Task that are required to be carried out in the 2025-2026 fiscal year must be completed within the designated period according to their standards and special care must be taken not to retransfer excessive budget spending. Ministries and regional and state governments are required to implement tasks with accountability within the designated period by spending the additional budget and budgets originally allocated for the 2025-2026 fiscal year and to accept systematic audits of spending. Ministries and regional and state governments are also required to spend their budgets hat will contribute to the development of the country systemati-cally, effectively and beneficially in accordance with the objectives of the NDSC and to successfully implement tasks.
